Job description
The Federal HRIS, Workforce Analytics, and Recruitment Specialist will provide HR information systems, workforce analytics, strategic human-capital planning, data integrity, reporting, change-management, recruitment, and student-outreach support. This position combines the SOW’s HRIS and Student Outreach and Recruitment functions. The Specialist will analyze workforce data, support automated HR systems, develop reports and visualizations, protect personally identifiable information, support system access and testing, and coordinate recruitment and university outreach activities., * Support the development and implementation of strategic human-capital plans.
- Analyze workforce trends, staffing patterns, attrition, skills requirements, demographics, and future mission needs.
- Develop HR data extracts, dashboards, graphics, metrics, visualizations, and executive briefings.
- Conduct comprehensive HR studies and identify workforce, process, system, and policy improvement opportunities.
- Perform data collection, stakeholder interviews, data modeling, system testing, and performance-measurement activities.
- Maintain and support HR information systems, reporting tools, databases, and related technology.
- Serve as a technical point of contact for assigned HR systems and applications.
- Support data-integrity reviews, reconciliation, validation, quality control, and corrective actions.
- Test system changes and analyze data flows for process and quality-improvement opportunities.
- Manage or support HR-system user access, permissions, roles, and need-to-know determinations.
- Safeguard personally identifiable information and sensitive HR data.
- Conduct or support risk assessments of HR systems and recommend mitigation measures.
- Train HR personnel and other users on systems, reports, procedures, and new functionality.
- Support recruitment and student-outreach events, career fairs, university communications, candidate tracking, and recruitment schedules.
- Process career-fair registrations, event-support requests, invitational orders, purchase requests, and recruitment packages.
- Maintain recruitment information in designated talent portals and tracking systems.
- Support recruiters with event setup, recruitment materials, candidate communication, and post-event reporting.
- Track recruitment and student-outreach budgets, expenditures, participation, and results.
- Enter and route Requests for Personnel Action in DCPDS and maintain related tracking records.
- Support command incentive and external-awards programs, including DCPDS award processing, nomination packages, metrics, and event coordination.
- Develop standard operating procedures, data dictionaries, system documentation, reports, and status briefings.
Requirements
- High school diploma or GED.
- At least five years of human resources, HRIS, workforce analytics, recruitment, or related experience.
- Demonstrated experience using automated HR systems, databases, reporting applications, or workforce-data tools.
- Working knowledge of federal HR programs and Title 5 requirements.
- Experience analyzing HR data and preparing reports, dashboards, or management presentations.
- Proficiency with Microsoft Excel, PowerPoint, Word, Outlook, Teams, and SharePoint.
- Strong technical, analytical, organizational, communication, and problem-solving skills.
- U.S. citizenship.
Highly Preferred Qualifications
- Bachelor’s degree in human resources, information systems, data analytics, business administration, public administration, or a related field.
- Experience with DCPDS, TWMS, DCPS, USA Staffing, USAJOBS, HRLink, EDW, TFMMS, e-DACM, E-Verify, or comparable federal HR systems.
- Experience with Power BI, Tableau, advanced Excel, SQL, or another data-visualization or reporting application.
- Department of Defense or Department of the Navy HRIS experience.
- Experience with federal university recruitment, pathways programs, career fairs, student hiring, or talent portals.
- Experience managing HR-system access controls, PII, data integrity, or information-assurance requirements.
