- Manages, monitors, and provides support for agency-wide modernization and transformation offerings, including related products and services designed to provide the full range of capabilities from self-service through fully managed. Consults with Business Lines and IT organizations to develop, integrate or facilitate services that meet enterprise needs.
- Provides direct analysis and recommendations associated with implementation or migration of applications, services, and capabilities to cloud-based services; recommends service levels, automation opportunities, reporting capabilities, and works with applications, platforms, and development teams to integrate associated components into cloud-based or as a service offering.
- Performs technical planning, systems integration, verification, validation, functional analysis, and evaluation of alternatives, including risk, cost, and supportability, to develop enterprise technology solutions. Performs research and analysis of commercial offerings and emerging technologies to support enterprise information technology solutions.
- Ensures information technology services and software configurations properly interface with agency and Government-wide information technology systems and associated standards. Ensures systems comply with applicable policies, regulations, standards, and legislation, and are maintained for high availability, scalability, security, and supportability.
- Oversees reporting requirements supporting infrastructure operations in response to Government Accountability Office (GAO), Office of Management and Budget (OMB), and Office of Inspector General (OIG) audits and government-wide initiatives. Provides technical guidance and recommendations to support program implementation and organizational objectives., * Job Title (if Federal Service, provide series and grade; if not in GS plan, provide GS equivalent grade);

This is a term appointment, made for an initial period of 2 years. The appointment may be extended up to a total of 8 years, in increments of 1 year or less. Permanent competitive career or career-conditional employment cannot be acquired through a term appointment.
Term employees are eligible to participate in most of the benefit programs available to permanent federal employees, e.g., the FEHB, FEGLI, Federal Employees Retirement System (FERS) and the Thrift Savings Plan (TSP).

Requirements
Applicants applying for the GS-14 grade level must meet the following requirements: Have IT-related experience demonstrating EACH of the nine competencies AND one year of specialized experience equivalent to the GS-13 level in the Federal service as described below, * Attention to Detail - Is thorough when performing work and conscientious about attending to detail.

Specialized experience is experience managing or supporting enterprise information technology modernization or transformation initiatives, including cloud-based or enterprise technology solutions; performing technical planning, systems integration, and functional analysis to develop enterprise information technology solutions; ensuring information technology systems comply with applicable laws, regulations, policies, standards, and cybersecurity requirements; and, providing technical guidance and recommendations to support enterprise information technology operations and organizational objectives., ICTAP/CTAP Candidates: The Interagency Career Transition Assistance Plan (ICTAP) and Career Transition Assistance Plan (CTAP) provide eligible displaced Federal competitive service employees with selection priority over other candidates for competitive service vacancies. Knowledge of cloud systems operations methodology and concepts sufficient to apply theories and new developments to problems not susceptible to treatment by accepted methods and to make decisions or recommendations significantly changing, interpreting, or developing important programs or policies.

Knowledge of project management principles, methods, and practices, including project and product management methodologies (e.g., Site Reliability Engineering (SRE), Agile, Lean, and Objectives and Key Results (OKR’s), sufficient to develop feature roadmaps, project plans and schedules, estimate work, and report on accomplishments.

Skill in applying a wide range of qualitative and quantitative methods for assessment and improvement of program effectiveness.

Knowledge of systems operations and best practices, governing laws, regulations, methodologies, and policies sufficient to provide sound and authoritative technical oversight and leadership guidance on all issues related to the assigned program.

Knowledge of the organizational missions, programs, and legislative history sufficient to advise on policies, establish guidelines, and implement guardrails necessary to achieve program goals within a highly regulated environment., Education must be accredited by an accrediting institution recognized by the U.S. Department of Education in order for it to be credited towards qualifications.
