Job description

The Senior Data Analyst performs advanced analytical work in the areas of employee benefits, workers’ compensation, risk management, and municipal reporting. This position develops and maintains complex data models, dashboards, and forecasting tools to support strategic decision-making by Human Resources, Finance, Safety, and elected officials. The role is responsible for ensuring data accuracy, conducting root cause and risk analyses, and developing data-driven safety programs that reduce organizational liability and improve county efficiency., Essential duties and responsibilities may include, but are not limited to, the following:

  • Collects, validates, and integrates complex datasets.
  • Designs advanced dashboards, scorecards, and automated reporting tools for internal leadership and elected officials.
  • Conducts detailed analysis of financial and budgetary compliance.
  • Analyzes workers compensation trends and analyzes proposed rate structures.
  • Compares current emergency service billing rates with industry trends.
  • Conducts risk management analysis on incidents and claims; identifies trends and exposure areas.
  • Collaborates with the Safety division to design and evaluate data-driven safety programs aimed at reducing injuries and improving regulatory compliance.
  • Develops forecasting models for benefit costs, workers’ compensation reserves, and long-term budget planning.
  • Prepares and presents reports to County leadership, department heads, boards, committees, and elected officials.
  • Establishes data standards, audit processes, reporting protocols, and documentation to support accuracy and consistency.
  • Leads cross-functional projects, including system integrations, process improvements, and new reporting development., * Principles and practices of data analytics, data modeling, and quantitative reporting.
  • Administration, cost structures, utilization trends, and plan design fundamentals.
  • Workers’ compensation regulations, claim processes, reporting requirements, and cost-control strategies.
  • Risk management principles, including incident analysis, exposure assessment, and mitigation strategies.
  • Occupational safety standards, reporting requirements, and best practices in municipal safety program design.
  • Municipal operations, public sector reporting expectations, and the role of elected officials in oversight and budgeting.
  • Applicable federal and state regulations including OSHA, ADA, FMLA, and workers’ compensation statutes.
  • Data governance, audit practices, confidentiality standards, and public records requirements.
  • Building advanced dashboards and visualizations.
  • Developing complex Excel models using pivot tables, advanced formulas, and data automation techniques.
  • Conducting deep analytical reviews to identify trends, root causes, predictive indicators, and actionable insights.
  • Designing and implementing data-driven safety initiatives.
  • Preparing clear, concise, and accessible reports for non-technical audiences.
  • Forecasting and financial modeling related to benefits and workers’ compensation budgets.
  • Managing and integrating large, multi-source datasets with a high degree of accuracy.
  • Communicating complex analytical concepts clearly through presentations, reports, and discussions.
  • Leading cross-departmental projects and collaborating effectively with teams across the County.
  • Translate complex data into meaningful recommendations for policy development, budgeting, and program improvements.
  • Work independently while managing multiple priorities in a fast-paced municipal environment.
  • Maintain confidentiality and handle sensitive data with professionalism.
  • Identify emerging risks and propose strategic solutions.
  • Maintain consistency, accuracy, and reliability of all data outputs and reports., Using copier, fax machine, printer, helping the public.

To and from various departments, offices.

80% of the time - preparing documents, talking on the telephone, and other duties.

  • 20 pounds -reams of paper and other office supplies.

  • 20 pounds - sometimes must push cart with documents and surplus property.

  • Required when climbing stairs within Courthouse or retrieving files from top shelf.

  • Required when retrieving or filing from lower drawers or when retrieving items, office supplies, etc. from the floor.

  • Required on most tasks.

Pay: $106,059.20 - $170,589.57 per year

Requirements

¡ Work effectively with Department Directors, Board of County Commissioners, County Administrator and Elected Officials.

· Communicate effectively, both orally and in writing, using the English language., * Bachelor’s degree in Data Analytics, Statistics, Human Resources, Business, Risk Management, or related field.

  • 10+ years of progressively responsible experience in data analysis, including experience with benefits and workers’ compensation data.
  • Experience working with municipalities, elected officials, or public agencies, including preparation of public-facing reports or presentations.
  • Advanced skills in Excel.
  • Experience conducting risk management analysis, incident trend analysis, and root cause investigations.
  • Strong verbal and written communication skills, including the ability to explain complex data to non-technical audiences.
  • Experience with pulling data sets from various software programs and platforms.

PREFERRED QUALIFICATIONS

  • Master’s degree in Data Analytics, Business, Public Administration, or related field.
  • Experience supporting municipal budget processes or actuarial-style forecasting.
  • Knowledge of OSHA, FMLA, ADA, and other compliance requirements.

Ability to see and read documents. Specific vision abilities include close vision, color vision, depth perception, and ability to adjust focus.

Ability to talk and hear in person and by telephone.

Must be able to speak English clearly. Must be able to clarify or give detailed instructions, facts and information. Ability to communicate in an effective manner, both orally and in writing.
