Job description

The Kill Chain Integration Manager serves as a senior action officer supporting the ACC Intelligence Directorate (A2) Technical Director and A2 Branch Chief efforts to implement the Commander, Air Combat Command (COMACC) vision for kill chain capability development. The position integrates Intelligence, Surveillance, and Reconnaissance (ISR), targeting, and command and control (C2) activities across ACC transformation efforts; coordinates stakeholders and governance; and develops decision-quality products that help accelerate dynamic targeting operations at speed and scale., * Serve as a senior action officer for ACC/A2 Branch Chief efforts to implement COMACC’s vision for kill chain capability development.

  • Assist the Branch Chief and A2 Technical Director with strategic planning, stakeholder engagement, and implementation activities supporting ACC kill chain integration priorities.
  • Integrate C2 and targeting activities across ACC transformation efforts involving the Air Operations Center (AOC), Air Force Forces (AFFOR), EIP, and Lead Wing (LW) capabilities to support Air Force Future Operating Concept (AFFOC), Joint All-Domain Command and Control (JADC2), and Agile Combat Employment (ACE) operational outcomes.
  • Integrate ISR, targeting, and C2 capabilities within a common digital environment using coordinated data flows and integrated workflows to speed and scale dynamic targeting kill chain operations.
  • Support ACC Kill Chain Governance Structure functions by coordinating stakeholders, aligning the MAJCOM narrative, tracking actions and decisions, and producing actionable, decision-quality information for Headquarters Air Force (HAF).
  • Support ACC/A2 implementation efforts that directly affect kill chain management and capability development across the Department of the Air Force.
  • Analyze current processes, data flows, program dependencies, capability gaps, and operational pain points; develop recommendations and viable implementation pathways for senior leader consideration.
  • Facilitate integrated planning teams, working groups, operational planning teams, governance forums, and related sprints; maintain visibility of objectives, milestones, risks, dependencies, decisions, and assigned actions.
  • Support capabilities-based assessments, Doctrine, Organization, Training, Materiel, Leadership and Education, Personnel, Facilities, and Policy (DOTMLPF-P) analysis, gap assessments, roadmaps, and plans of action and milestones.
  • Develop and coordinate executive-level briefings, read-aheads, point papers, decision memoranda, assessments, meeting records, action trackers, and other products for ACC/A2 and senior Air Force leaders.
  • Represent and integrate ACC/A2 equities during meetings, conferences, exercises, experiments, and capability-development activities with HAF, MAJCOM, joint, operational, technical, and mission-partner stakeholders.
  • Perform other related duties as assigned in support of ACC/A2 mission requirements.

Requirements

  • More than ten (10) years of relevant experience supporting Air Force or Department of Defense ISR, targeting, C2, kill chain integration, capability development, strategic transformation, or a closely related mission area.
  • Master of Arts or Master of Science (MA/MS) degree is required.
  • Demonstrated ability to perform independently on high-visibility or mission-critical programs and deliver accurate, timely products with limited supervision.
  • Expert knowledge of Air Force targeting and kill chain processes, including dynamic targeting and the Find, Fix, Track, Target, Engage, and Assess (F2T2EA) cycle.
  • Strong understanding of AOC, AFFOR, ISR, targeting, C2, JADC2, ACE, AFFOC, and Lead Wing operational concepts and their relationships within contested and distributed operations.
  • Experience integrating operational requirements, technical capabilities, data, systems, workflows, and stakeholder priorities across multiple organizations and command echelons.
  • Experience serving as a headquarters-level action officer, managing staff actions, coordinating governance activities, and preparing products for senior military or civilian leaders.
  • Ability to synthesize complex or incomplete guidance into clear objectives, courses of action, implementation plans, risks, decisions, and executive recommendations.
  • Strong facilitation, stakeholder-management, critical-thinking, and problem-solving skills, including the ability to build consensus across operational, intelligence, technical, acquisition, and headquarters communities.
  • Exceptional written and verbal communication skills, with demonstrated ability to develop and present senior leader briefings, decision papers, assessments, and implementation products.
  • Proficiency with Microsoft Office applications and standard Government task-management, collaboration, and knowledge-management tools.
  • Active Top Secret security clearance with Sensitive Compartmented Information (TS/SCI) eligibility is required., * Master’s Degree
