Job description

If you love high profile and challenging projects supporting the US Navy, Serco has a great opportunity for you! Portfolio Acquisition Executive (PAE) Maritime is changing the face of Navy training across the fleet. The Surface Training Systems (STS) Program Office, PMS 339, is the PAE Maritime single point of contact for strategic program planning, policy, acquisition, life-cycle management, research and development, and technical insertion into all existing and future Navy Surface Training Systems. Join the Serco team as we work to transform Navy training for the Ready Relevant Learning / Career Training Continuum vision. This position is a hybrid position in the greater Washington, DC area with requirements to be present in the Washington Navy Yard, Washington, DC with one day’s notice., * Coordinate across NAVSEA (HQ/Warfare Centers), TYCOM (SMWDC, ATGs), NETC (SCSTC, SWSC), RMCs and OPNAV N96D on STDE data provisioning, Learning Center modernization, and AI/ML integration timelines.

  • Assess and document data quality, data hygiene, and data structure across STP source systems; identify normalization, tagging, and schema requirements needed to prepare training data for enterprise use and future AI/ML ingestion.
  • Support development of program office dashboards, briefs, and status products for PMS 339, NAVSEA, and N96D leadership.
  • Track and document data and AI/ML integration requirements within the Surface Training Program (STP) Interoperability Standards (SIS) framework, including Data Lake standards, data governance, and T&E criteria for analytic tools.
  • Draft and coordinate acquisition documentation (SOWs, justification packages, requirements docs) related to STDE and AI/ML efforts.
  • Support Integrated Product Team(s) and Cross Functional Team(s) participation by preparing meeting materials, capturing action items, and ensuring STDE equities are represented.
  • Maintain working awareness of GenAI.mil and industry tools to inform coordination efforts.
  • Trained and familiar with Navy Enterprise Planning System (NEPS) and Enterprise Resource Planning (ERP)

Requirements

  • U.S. Citizenship.
  • An active Secret security clearance.
  • A bachelor’s degree and 7 years of related experience;
  • Or a master’s degree and 5 years of related experience.
  • Or 4 additional years of military operational experience.
  • Or 2 additional years of military operational experience and an Associate’s degree.
  • Or a technical certification may be considered in lieu of a formal degree.
  • Grounded in data science fundamentals: data hygiene, data structuring, schema design, metadata tagging, and pipeline concepts; understands that well-conditioned data is the prerequisite for any analytics or AI/ML capability.
  • Conversant in the associated technical vernacular: able to discuss data pipelines, xAPI, LLMs, and model orchestration with technical stakeholders with credibility; understands the capabilities and challenges well enough to coordinate and document effectively.
  • Strong problem-solving and intuitive thinking: comfortable operating in ambiguity, identifying novel solutions, and thinking creatively through issues that don’t have a template.
  • Confident communicator in high-visibility settings: able to brief and engage credibly with senior leadership (O-6/GS-15 and above), flag officers, and cross-organizational stakeholders.
  • Institutional knowledge of the surface Navy desired: familiarity with how surface training, readiness, and manning intersect at the waterfront, schoolhouse, and OPNAV levels.
  • Experience supporting DoD/Navy program offices in a coordination or analytical capacity.
  • Familiarity with NAVSEA acquisition processes; NEPS and ERP.
  • Strong communication skills: BLUF-format emails, structured briefs, and status products.
  • Hybrid work-schedule.
  • Ability to travel up to 10%

Additional desired experience:

  • Institutional knowledge of the surface Navy desired: familiarity with surface training, readiness, and manning intersect at the waterfront, schoolhouse, and OPNAV levels.
