Lead Data Analyst - Family Support Services

PHMC serves as both a direct service provider to individuals, families, and communities across the region and as an intermediary agent - managing large-scale contracts, government and philanthropic partnerships, and multidisciplinary initiatives that require operational sophistication, strategic leadership, and deep mission alignment., The Lead Data Analyst serves as the strategic lead for the Family Support Services division-wide data ecosystem supporting the Fatherhood Program, Food and Wellness Network (FAWN), Family Finding, Education Leading to Employment and Career Training (ELECT), and all internal programs within the division. The Lead Data Analyst ensures data integrity, regulatory compliance with funders, operational accountability, performance measurement, and executive reporting across all program areas.

This position functions as the division’s primary subject matter expert for data systems, performance measurement, program evaluation, and reporting infrastructure. It serves as the Administrator for all divisional data systems, including but not limited to Apricot by Bonterra Systems, DHS Connect, and DECO data systems. The position leads data governance initiatives, develops reporting frameworks and dashboards, and provides strategic guidance to leadership, funders, and external stakeholders regarding performance trends, service outcomes, and compliance risks., Under the direction of the Program Director, the Family Support Services Lead Data Analyst will:

• Serve as the Family Support Services Division’s lead data professional, providing strategic oversight of data governance, reporting infrastructure, performance measurement, compliance activities, and information systems across all supported programs.
• Develop, implement, and maintain division-wide data management standards, reporting methodologies, quality assurance protocols, program rules, and performance measurement frameworks to ensure data integrity, consistency, and regulatory compliance.
• Design, develop, and manage reporting systems, executive dashboards, data visualizations, and key performance indicators (KPIs) that support program evaluation, contractual performance monitoring, funding requirements, and organizational decision-making.
• Analyze complex program data to identify trends, service gaps, participant outcomes, compliance risks, operational efficiencies, and opportunities for program improvement and resource allocation.
• Translate data findings into actionable insights, reports, presentations, and recommendations for executive leadership, program management, funding agencies, and external stakeholders to support data-informed decision-making.
• Lead initiatives to improve data collection processes, report efficiency, workflow automation, system functionality, and overall data quality while promoting continuous improvement across the division.
• Conduct routine audits, validation reviews, and performance monitoring activities to ensure data accuracy, completeness, compliance with contractual requirements,s and achievement of program benchmarks and deliverables.
• Produce monthly, quarterly, annual, and ad hoc reports for agency leadership and funding entities and present findings and recommendations to program leadership to support data-informed decision-making.
• Develop training curricula, user manuals, instructional materials, and standard operating procedures.
• Provide ongoing coaching and technical assistance to staff, supervisors, and program leadership.
• Serve as the primary liaison between program leadership, executive leadership, external partners, funders, and regulatory agencies regarding data strategy, reporting requirements, compliance activities, and performance outcomes.
• Current Pennsylvania Child Abuse History Clearance, Pennsylvania State Police Criminal History Clearance, and FBI Criminal Background Clearance required.

• Advanced computer proficiency in Microsoft systems: Word, Outlook, and Excel. Including data analysis, reporting, dashboards, and data visualization.
• Leadership & Accountability - Demonstrates ownership and accountability for division-wide data operations, reporting integrity, system administration, and compliance activities. Leads, by example, drives continuous improvement initiatives, and serves as a trusted resource to the Family Support Services staff, leadership, and external stakeholders.
• Strategic Thinking - Utilizes data to identify trends, assess divisional program performance, anticipate challenges, and recommend solutions that support organizational goals, funding requirements, and service outcomes.
• Analytical Problem Solving - Identifies root causes of operational, reporting, and system-related issues. Evaluates alternatives and implements effective, data-driven solutions to improve efficiency, accuracy, and program performance.
• Communication & Data Storytelling - Communicates complex data and technical information in a clear, concise, and actionable manner. Develop reports, dashboards, presentations, and visualizations that support informed decision-making across all the Family Support Services organizational levels.

Experience Required:

• Minimum of 3 years of experience in data management, reporting, analytics, database administration, or program evaluation, preferably in a nonprofit, education, healthcare, or human service setting is required.
• Experience administering and maintaining database systems, preferably case management platforms.
• Strong knowledge of data governance, reporting requirements, and regulatory compliance standards.
• Experience providing staff training, problem-solving, written, verbal, and presentation skills.
• Experience working with under-served youth and community members preferred.

Education Requirements

• Bachelor’s degree, preferably in Data Analytics, Information Systems, Business Administration, Public Administration, Human Services, or related field required., Required
