Job description
Under the supervision of Information Technology Director, oversee and manage personnel, delegation of installation, configuration, testing, documentation and support of all systems, network and network security related software and hardware utilized by the Saginaw Chippewa Indian Tribal Government Operations and Business Enterprises., * Manage the health, welfare, and integrity of all systems, network and network security services.
- Research, recommend, engineer, select, procure, configure, implement, install, test, document, upgrade and troubleshoot all network equipment, fiber optic cable, and copper wiring.
- Proactive monitoring of wired and wireless network gear and client connections.
- Ensure optimal IP traffic flow across tribal enterprise networks and Internet circuits.
- Communicates with management concerning future network and systems expansion, usage reports and changes concerning network and services related resources.
- Proactively search for and resolve potential risks, weaknesses and possible problem areas across the tribal LAN\WAN\WLAN.
- Manage shift coverage.
- Manage the logging and investigation of LAN\WAN\WLAN traffic.
- Manage multiple server room and data center environments.
- Study trends concerning new hardware and software, equipment failures, inconsistencies and security concerns.
- Negotiate and consult with third party technical support technicians, engineers, consultants and vendors sales people for estimates, quotes, service, product support, information and technical specifications.
- Research and develop new systems, network and network security products and services.
- Recruit, interview and test potential candidates for hire.
- Coordinate with Project Manager on new systems, network and network security implementations.
- Participate with IT Management team on all project plans.
- Work with IT Management team on Business Contingency procedures.
- Manage incident tracking and escalation.
- Manage the distribution of work tickets received by Systems, Network and Network Security personnel.
- Provide Directors with reports pertaining to Systems, Network and Network Security.
- Manage advanced network and hardware support in complex troubleshooting of all tribal owned assets.
- Manage the inventory and documentation of Systems, Network, and Network Security hardware.
- Manage network server design, build and testing.
- Assist with the systems, network, and network security budget.
- Manage special projects as assigned.
- Perform Ethernet packet capture, interpretation, and analysis of captured data.
- Read, analyze, and interpret technical and business periodicals, professional journals, technical and non-technical procedures, manuals, policies, rules and regulations and similar documents.
- Effectively present technical information and respond to questions from groups of council members, directors, managers, end users, customers and the general public.
- Manage, mentor and council employees, through career path development, positive reinforcement, evaluations, leading by example and disciplinary actions.
- Adhere to employee confidentiality and comply with department policies and federal regulations under the Privacy rules of the Health Insurance Portability and Accountability Act (HIPAA).
- Provide excellent customer service for all internal and external customers of the operations at all times. Provide solutions for customer concerns and continually focus on customer service as our top priority.
- Must maintain strict confidentiality and present a positive, professional demeanor and image at all times.

Contacts/Purpose of Contacts:
- Contact and interface daily with council members, directors, managers, supervisors and end users. Contact made by this position, both internal and external of the tribe, are primarily for problem solving, application and licensing procurement, scheduling of meetings and updates to applications/warranties.
- Contact with third party sales, technical support, engineers, consultants, and analysts.
Requirements
- Bachelor`s degree in Information Technology, Computer Science, or related field.
- Seven years` experience in IT; at least five years hands-on networking experience on Enterprise grade equipment.
- Three yearsâ in a supervisory capacity.
- An equivalent combination of education and directly related experience may be considered.
- Extensive experience in advanced networking and network security, including enterprise LAN/WAN design, firewall and VPN technologies, network segmentation, threat mitigation, and high-availability infrastructure.
- Experience with Network Operating Systems, Microsoft, and switch fabric technology including; L2/L3 VSNâs, Flex-UNI, ZTP/ZTF, VSP switching, routing STP, LACP, VLACP, Multi-Area, BGP, RSPAN, Multicast routing and IS-IS Routing.
- Experience with high-speed Ethernet technologies (1G, 10G, 25G, 100G) across LAN, WAN, and WLAN environments, including design, deployment, and performance optimization.
- Experience with busy and stressful situations.
- Must be able to work various shifts.
- Must be able to obtain and maintain a gaming license to meet the employment eligibility requirements as they pertain to the position.
License, Certification, or Special Requirements:
- HIPAA certification must be completed within 30 days of hire.
- Must have a valid Michigan Driver
s License and must be able to obtain and maintain a Tribal Drivers License and qualify for coverage by SCIT auto liability insurance carrier., * Knowledge of applicable federal, state, tribal laws, regulations and requirements. - Knowledge of IT concepts, principles, and practices; computer operations and user environments; and enterprise applications.
- Knowledge of federal copyright laws as they pertain to the use of computer software.
- Thorough knowledge and understanding of Internet, WAN, âDMZâ and Intranet function.
- Thorough knowledge and understanding of email support, administration, archiving, filtering, investigation.
- Thorough knowledge of IT cabling standards; to include backbone/horizontal and POE
- Knowledge and understanding of Server Installation, Configuration, Backup, Redundancy\Clustering, Testing and Optimization.
- Thorough knowledge of computer desktop, laptop, mobile device, and peripheral hardware
- Thorough knowledge of Internet Proxy, Firewall, IPS, and VPN functionality.
- Knowledge of current technological developments/trends in area of expertise.
- Hands-on proficiency configuring and managing routers, switches, VPNs, and firewalls.
- Familiarity with cybersecurity practices, intrusion detection/prevention systems (IDS/IPS), and zero-trust network access models.
- Skill in organizing resources and establishing priorities.
- Skill in the use of computers, preferably in a PC, Windows-based operating environment.
- Skill in analyzing problems, projecting consequences, identifying solutions, and implementing recommendations.
- Skill in supervising, training, and evaluating assigned staff.
- Ability to plan, implement, test, and troubleshoot systems.
- Ability to design, develop, and implement integrated systems solutions to organizational requirements.
- Ability to develop and write systems and applications documentation and guides for users.
- Ability to provide a range of systems training and support activities for users.
- Ability to perform preventive maintenance on systems and devices.
- Ability to communicate effectively both verbally and in writing.
- Ability to make solid decisions and exercise independent judgment.
- Ability to prepare accurate, complete and legible reports and present detailed, accurate and objective oral presentations.
- Ability to work independently and meet strict time lines.
Physical Demands:
- Frequent use of hands, wrists, fingers associated with computer equipment.
- Required to sit for extended periods of time.
- Occasionally required to stand and walk and reach with arms and hands.
- Required to climb ladders, accessing high and low areas, to include communications towers, water towers, roof structures and lighting poles.
- Required to squeeze hands and body into confined spaces.
- Normal visual acuity, ability to talk and hear.
- Frequently lift and/or move up to 50 pounds.
