Job description

Coconino County is seeking an experienced technology leader to serve as the Deputy Chief Information Officer within the Information Technology Department. Reporting directly to the Chief Information Officer, the Deputy CIO serves as a key member of the department’s executive leadership team, helping shape the County’s technology vision and strategy. We are looking for a collaborative and approachable leader who builds trust, develops staff, and creates high-performing teams while staying connected to the people doing the work. The successful candidate will bring a strong technical background, strategic thinking, and practical leadership. They will be comfortable asking difficult questions, delegating effectively and reviewing outcomes, challenging assumptions, and making sound decisions to ensure the County’s technology can meet both current and future needs. The Deputy CIO will lead and oversee the advancement of Artificial Intelligence (AI) initiatives, digital transformation, enterprise business applications, cloud services, datacenter operations, telecommunications, disaster recovery, infrastructure modernization, and other strategic technology initiatives supporting more than 1,900 employees across more than 35 County departments. As one of two Deputy Chief Information Officers, this position works collaboratively with the CIO, fellow Deputy CIO, CISO, IT Managers, and County leadership to establish strategic priorities, lead enterprise technology initiatives, and deliver reliable, resilient, and customer-focused technology services. This collaborative leadership model reflects Coconino County’s commitment to investing in technology as a strategic business partner. The successful candidate will have the opportunity to influence County-wide technology decisions, mentor future leaders, build strong partnerships across the organization, and help shape the future of local government technology while improving how Coconino County serves its employees, residents, and communities. Work Arrangement: This is an in-office position. Limited remote work may be authorized on an occasional basis, subject to operational needs, and requires prior approval from the Deputy Chief Information Officer or Chief Information Officer. Background Requirement: This position will require the successful completion of a Criminal Justice Information Services (CJIS) fingerprint and background clearance within 90 days of employment; this must be maintained throughout employment. Typical Duties

  • Partner with the Chief Information Officer to develop, administer, and oversee the Information Technology Department’s operating and capital budgets and technology lifecycle planning, ensuring investments align with County priorities, strategic objectives, and long-term technology needs
  • In partnership with the Business Applications Manager and County departments, advance Artificial Intelligence (AI), automation, enterprise business applications, and digital transformation initiatives that improve decision-making, streamline operations, and enhance the customer experience.
  • Oversee and advance the County’s enterprise cloud services, datacenter operations, telecommunications, and infrastructure modernization initiatives
  • Ensure critical technology services are recoverable, highly available, and capable of supporting continuity of County operations
  • Direct and coordinate technology investments, procurement strategies, contract negotiations, vendor partnerships, and grant funding opportunities to support innovation and modernization
  • Partner effectively with County leadership, elected officials, departments, regional partners, and technology vendors
  • Communicate technology strategies and major initiatives to both technical and non-technical audiences
  • Represent the Information Technology Department with professionalism, integrity, and a commitment to exceptional customer service
  • Recruit, mentor, coach, and develop high-performing leaders and teams while supporting succession planning and leadership development
  • Foster a culture of continuous learning, innovation, accountability, and employee engagement
  • Collaborate with the CIO, fellow Deputy CIO, CISO, and IT Managers to establish strategic direction and organizational priorities
  • Prepare and present technology updates, budget requests, capital improvement initiatives, procurement recommendations, and other technology-related presentations to County leadership, executive teams, and the Board of Supervisors, as needed
  • Serve as a trusted advisor to County leadership while promoting sound governance, informed decision-making, and servant leadership principles

Essential functions of this position include but are not limited to: walking; working with and around other staff and County employees; dealing with interruptions; repetitive motion (hand-wrist) for keyboarding; vision-acuity (near) for monitoring PC screen data; Color vision necessary for working with color coded cables; hearing and speech (ordinary conversation) for communicating with staff and customers; touch (finger dexterity) for keyboarding; Environmental hazards include electrical hazards associated with working with computers, servers and circuits, and potential for falls from ladders., Note: Individuals in exempt classifications as part-time employees may be classified as non-exempt per FLSA law regarding minimum weekly salary requirements.   • Artificial Intelligence (AI), enterprise business applications, cloud computing, datacenter operations, telecommunications, disaster recovery, and infrastructure modernization
  • Public sector budgeting, procurement, contract administration, technology investments, grant funding opportunities, and financial stewardship
  • Executive leadership, organizational development, strategic planning, change management, and performance management
  • Local government operations, public administration, technology governance, and collaboration with elected officials and executive leadership

Requirements

Bachelor’s degree in Information Technology, Computer Science, Information Systems, Business Administration, Public Administration, or a closely related field and four years of progressively responsible experience in enterprise information technology., * A Master’s degree in Information Technology, Computer Science, Business Administration (MBA), Public Administration (MPA), or a closely related field

  • Three years of experience in a senior leadership or executive management role overseeing multiple technology disciplines
  • Professional certifications such as Certified Government Chief Information Officer (CGCIO), Certified Information Systems Security Professional (CISSP), Certified Information Security Manager (CISM), Project Management Professional (PMP), or other relevant executive and technology certifications
  • Preference will be given to candidates with executive leadership experience in county or municipal government, experience leading enterprise digital transformation and Artificial Intelligence (AI) initiatives, and experience presenting technology strategies, capital investments, and budget recommendations to executive leadership and governing boards
