Job description

Akima Systems Engineering (ASE) is seeking an experienced Information Systems Security Manager II (Cisco Lead) to provide technical leadership for secure networking, Unified Communications, Voice over IP (VoIP), Video Teleconferencing (VTC), and cybersecurity operations supporting U.S. Navy systems., This position is responsible for the engineering, administration, security, integration, modernization, and lifecycle management of Cisco networking and Unified Communications infrastructure. The successful candidate will lead technical efforts involving Cisco Unified Communications Manager (CUCM), Cisco routers and switches, VoIP and VTC services, VMware virtualization, Windows and Linux systems, firewalls, gateways, and associated Navy C4I communications environments., Cisco Unified Communications and VoIP Engineering

  • Serve as the technical lead for Cisco Unified Communications and secure voice infrastructure.
  • Administer, configure, deploy, and maintain Cisco Unified Communications Manager, Cisco Unity Connection, Cisco Prime Collaboration Deployment, Cisco Expressway C and E, Cisco CUBE, Cisco ISR, Cisco UCS, and related collaboration technologies.
  • Manage VoIP, VoISP, VTC, VTCoSP, voicemail, conferencing, and enterprise voice services.
  • Configure Cisco UCM, CUBE, ISR, and Integrated Access Devices using SIP, TLS, MGCP, and SCCP protocols.
  • Deploy and maintain Cisco Unity Connection for voicemail services.
  • Deploy and manage Cisco Prime Collaboration Deployment for patching, upgrades, and Disaster Recovery System backups.
  • Provision end users, endpoints, voicemail accounts, and VTC systems within Cisco UCM and Unity Connection.
  • Integrate Cisco UCM and Unity Connection with Microsoft Active Directory and LDAP.
  • Provision VTC endpoints for Cisco Webex meetings and direct SIP URI calling.
  • Engineer and support migration from legacy Nortel PBX environments to Cisco UCM clusters.
  • Manage migration of Direct Inward Dial numbers from ISDN PRI services to Internet Telephony Service Providers using SIP.

Network Engineering and Infrastructure

  • Configure and maintain Cisco routers, switches, gateways, Cisco Catalyst 8300 platforms, Cisco UCS BE7M systems, and enterprise network infrastructure.
  • Configure Cisco gateways and integrate them with Navy networks.
  • Configure static routes on Cisco CUBE platforms to support SIP call routing.
  • Engineer remote-site connectivity using Dynamic Multipoint VPN tunnels and OSPF routing protocols.
  • Configure site-to-site and client-to-site VPN tunnels on Cisco ASA and Meraki firewalls.
  • Configure access control lists, firewall service objects, and related network security controls.
  • Upgrade Cisco IOS software and gateway firmware to maintain system stability, security, and interoperability.
  • Upgrade firmware on Cisco UCS chassis and associated infrastructure.
  • Troubleshoot and resolve routing, switching, firewall, connectivity, and network performance issues that affect voice and video services.

Cybersecurity and Information Assurance

  • Lead and manage IT security operations associated with Cisco networking, VoIP, VTC, and Unified Communications environments.
  • Ensure Cisco Systems and third-party integrations comply with applicable DISA Security Technical Implementation Guides.
  • Identify, document, and remediate vulnerabilities within network and communications infrastructure.
  • Collaborate with cybersecurity teams to identify and authorize required ports, protocols, and services through DoD and Navy firewalls.
  • Engineer hardware and software solutions in accordance with the JITC Approved Products List and Cisco Military Unique Deployment Guide.
  • Support Risk Management Framework activities, vulnerability assessments, security reviews, inspections, and audit-readiness efforts.
  • Renew and manage public and private certificates for CUCM, Cisco Unity Connection, and Cisco Expressway C and E systems.
  • Ensure secure integration of Cisco networking infrastructure with Windows and Linux operating environments.
  • Maintain compliance with Navy C4I standards, DoD cybersecurity requirements, and applicable security policies.

System Upgrades and Lifecycle Management

  • Perform upgrades to systems in accordance with JITC, DISA, Navy, and vendor requirements.
  • Upgrade Cisco UCM and Unity Connection servers to approved service-update levels.
  • Upgrade Cisco CUBE, IOS gateways, Cisco Expressway, and associated collaboration platforms.
  • Upgrade VMware ESXi operating systems supporting virtualized communications infrastructure.
  • Deploy virtual Cisco and Microsoft servers on VMware ESXi hosted on Cisco UCS chassis.
  • Plan and execute technology refreshes, patching activities, software upgrades, certificate renewals, and system migrations.
  • Coordinate maintenance windows and system outages with Government stakeholders and technical teams.

Technical Troubleshooting and Operations

  • Troubleshoot and resolve complex VoIP, VTC, routing, switching, virtualization, firewall, certificate, and call-routing issues.
  • Use Cisco gateway command-line tools, Real-Time Monitoring Tool, Cisco DNA Center, Translator-X, and other diagnostic utilities to identify and resolve technical problems.
  • Monitor network and Unified Communications performance and recommend corrective actions.
  • Respond to incidents affecting the availability, confidentiality, or integrity of communications services.
  • Support both Windows and Linux operating systems and ensure secure integration with Cisco network environments.
  • Provide technical assessments and recommendations for system performance, security, scalability, and reliability.

Leadership and Program Support

  • Provide technical leadership to network engineers, systems administrators, cybersecurity personnel, and other technical staff.
  • Collaborate with cross-functional teams to design, implement, secure, and maintain Navy communications networks.
  • Serve as the primary Cisco technical interface with Government stakeholders, cybersecurity teams, vendors, and program leadership.
  • Develop and maintain network diagrams, system configurations, engineering plans, standard operating procedures, security documentation, and incident reports.
  • Provide regular status reports and technical briefings to senior Government and contractor leadership.
  • Support project planning, site surveys, technical assessments, system installations, testing, and acceptance activities.
  • Travel up to 25% to support site visits, installations, project management activities, and technical assessments.

Requirements

The ideal candidate will have at least 10 years of progressively responsible experience in Cisco networking, VoIP, information systems security, and enterprise communications. This individual must be capable of providing hands-on technical support while also leading engineering activities, coordinating with cybersecurity teams, briefing senior leadership, and ensuring compliance with DoD, Navy, DISA, and Joint Interoperability Test Command requirements.   • A minimum of 10 years of professional experience in enterprise networking, information systems security, VoIP, Unified Communications, or a related technical field.
  • Extensive experience with Cisco networking technologies, including routers, switches, gateways, firewalls, Unified Communications, and VoIP solutions.
  • Demonstrated proficiency with Cisco Unified Communications Manager.
  • Experience with Cisco Unity Connection, Cisco CUBE, Cisco Expressway, Cisco UCS, Cisco ISR, and Cisco Catalyst platforms.
  • Experience with VoIP, VoISP, VTC, and VTCoSP technologies.
  • Experience configuring and troubleshooting SIP, TLS, MGCP, SCCP, OSPF, DMVPN, and VPN technologies.
  • Experience administering Cisco ASA or Meraki firewalls, access control lists, service objects, and secure remote connectivity.
  • Experience supporting VMware ESXi and virtualized Cisco and Microsoft server environments.
  • Experience supporting Windows and Linux operating systems.
  • Experience implementing DISA STIGs and remediating network vulnerabilities.
  • Familiarity with JITC requirements and the DoD Approved Products List.
  • Strong technical leadership, analytical, troubleshooting, documentation, and communication skills.
  • Ability to work full-time onsite at Portsmouth and St. Julien’s Creek Annex.
  • Ability to travel up to 25%.
  • Active Secret security clearance.

Required Clearance: Active Secret

Required Certifications

  • DoD 8570/8140 IAT Level II certification, such as CompTIA Security+.
  • Cisco Certified Network Associate certification in routing, switching, enterprise networking, or an equivalent current Cisco certification.

Preferred Qualifications

  • Cisco Certified Network Professional Collaboration certification, including CLCOR and CLICA.
  • Experience supporting Navy C4I systems and communications infrastructure.
  • Experience supporting NIWC, NAVWAR, Fleet, or other Department of the Navy organizations.
  • Experience with Cisco UCS BE7M, Cisco PCD, Cisco Catalyst 8300, Cisco Webex, Cisco DNA Center, and Cisco Military Unique Deployment Guide requirements.
  • Experience migrating legacy PBX systems to Cisco Unified Communications environments.
  • Experience supporting secure Navy shore-based or shipboard communications systems.
  • Familiarity with the Risk Management Framework and Navy cybersecurity authorization processes.
  • VMware certifications or equivalent virtualization experience.
