Job description

We have an opening for anUncleared Personal Identity Verification (UPIV) Security Specialist. In this role, you will represent LLNL in the processing of all UPIV casework. You will maintain compliance with DOE Order requirements, implement process improvements and adjust to changing needs. You will regularly interact with Security Organization (SO) division leaders and managers, LLNL program management, Livermore Field Office representatives, and NNSA Federal representatives. This position is within the Information and Personnel Security Division (IPSD) of the Security Organization, Clearance Processing Section.

In this role you will

  • Coordinate assigned administrative tasks and provide procedural guidance to UPIV staff under management direction. May serve as a task lead. Coordinate and perform UPIV activities, including applicant screening and tracking; initial and reciprocal casework; fingerprinting; badging and site-access requests.
  • Perform USAccess sponsorship activities and process HSPD-12 credential and access grants and terminations.
  • Ensure UPIV records are accurate and complete, resolve routine issues by applying established DOE/NNSA and Laboratory procedures.
  • Collect, validate, and track UPIV data; prepare required metrics, reports, correspondence, and tracking documentation.
  • Assist higher-level security specialists and management with security-related self-assessments and documentation of findings.
  • Assist division management in gathering information for evaluation of DOE/NNSA requirements and their applicability to UPIV processes.
  • Assist in the development and maintenance of SharePoint-based tracking systems, dashboards, and workflow tools to support UPIV casework, workload management, metrics, reporting, and document control. Ensure data accuracy, appropriate access controls, and timely updates in accordance with applicable DOE/NNSA and Laboratory requirements.
  • Coordinate with appropriate stakeholders to review, update, and maintain UPIV-related content on the Security Organization website. Ensure published information, forms, procedures, guidance, contacts, and links are accurate, current, accessible, and aligned with approved processes.
  • Perform other duties as assigned.

Requirements

  • Ability to secure and maintain a U.S. DOE Q-level security clearance, which requires U.S. citizenship.
  • Associate degree in a security-related field, or equivalent combination of education and related experience.
  • Experience providing procedural guidance, on-the-job training, and task coordination. Experience developing, tracking, and trending operational metrics, data gathering, and supporting operational self-assessments.
  • Experience implementing established processes effectively and working within established deadlines.
  • Basic knowledge of security principles and regulatory requirements, and administrative security processes.
  • Ability to apply established policies, procedures, guidelines, and manuals to resolve routine issues; identify and elevate non-routine issues for management or higher-level specialist review.
  • Effective verbal and written communication skills necessary to interact professionally with all levels of management and staff internal and external to the Laboratory.
  • Proficiency with Microsoft Office applications.
  • Experience developing or maintaining SharePoint sites, lists, libraries, tracking systems, dashboards, or workflow tools.
  • Experience managing website content, coordinating updates, and maintaining accurate procedural or organizational information.

Qualifications We Desire

  • Experience with the UPIV process.
  • Knowledge of DOE databases and related forms utilized to support personnel security or clearance related processes.
  • Experience applying security principles and/or regulatory requirements for clearance-related processes.
  • Experience using the SO LEAP application and the USAccess system as it relates to IPSD processes.
