Job description

The Training Systems Integrator is a member of the Navy Continuous Training Environment (NCTE) Integrated Systems Division (ISD) engineering staff in support of the Navy Training Baseline (NTB), Navy Training Systems, and the NCTE. ISD provides systems engineering solutions for the integration of NCTE live, virtual and constructive simulation technologies in support of US Fleet Forces’ (USFF) and the Numbered Fleets’ training and certification requirements. USFF and the Numbered Fleets conduct synthetic training and mission certification events between pierside ships, underway ships, virtual training systems and training centers during Fleet Synthetic Training (FST) events.

The Training Systems Integrator performs engineering and project management activities to deliver integrated solutions for distributed simulations and training systems operating within the Navy Continuous Training Environment (NCTE). A Surface Training Systems integrator provides focused engineering support to ensure Navy Surface Training systems are interoperable with the NCTE., * Leads integrated project teams (IPTs) and performs technical project management tasks involving integration of simulations and/or training systems into the NCTE. Schedules, prioritizes and deconflicts work with consideration for other division responsibilities. Informs other engineering functions within the organization (i.e. networks, operations, information assurance, software engineering) ensuring awareness of all implications of integration events to the NCTE.

  • Supports requests for information from NCTE engineering resources in cases where integration work requires development of additional software or other functionality in NCTE core simulations (e.g. JSAF, JBUS applications) or services.
  • Maintains familiarity with the NCTE Interoperability Standard (NIS). As such, provides advice and guidance to external simulation/training system engineers to foster development of systems that are compliant with NCTE standards and function correctly within the NCTE.
  • Periodically provides technical support and troubleshooting to the NCTE Event Technical Lead during operational events. Technical support includes coordination with other engineering resources as required to correct or work around the problem to ensure training success.
  • Represents the division at the NCTE Interoperability Working Group (IWG) for all domain-related aspects.

Requirements

Bachelor’s degree in Computer Science, Computer Engineering, Computer Information Systems, or related discipline plus 2 to 4 years of strongly related experience is required. In some cases, educational requirements may be adjusted or waived for more than 6 years applicable work experience. Work experience may be adjusted for highly specialized knowledge or uniquely applicable experience. Experience working with Navy systems and/or commands desirable but not mandatory.

Knowledge Skills and Abilities

  • Ability to provide technical project leadership, establish milestones, estimate resources, assess risks, and conduct other project management duties
  • Working knowledge of Linux operating system command line interface and ability to use advanced capabilities of Linux-based systems.
  • Networking concepts, architectures, and transport technologies like TCP/IP
  • Network troubleshooting on both physical and logical levels
  • Ability to utilize network troubleshooting and distributed modeling & simulation tools such as Wireshark, PLEXSYS, and SIMDIS
  • Knowledge of distributed simulation protocols such as High Level Architecture (HLA) and Distributed Interactive Simulation (DIS)
  • Familiarization with HLA Federation Object Model (FOM) architecture and/or Object Oriented Design (OOD) concepts and techniques
  • Familiarity with and knowledge of Navy C4I systems such as Link 16 and GCCS
  • Ability to analyze and troubleshoot distributed simulation problems and provide acceptable solutions or corrections
  • Familiarity with naval concepts like IFF, tactical radio communications, ballistic missile defense, radar operation, electronic warfare, Battle Force Tactical Trainer and others.
  • Ability to communicate clearly and concisely in both written and verbal communication modes
  • CompTIA Security + certification is required for the position and special consideration may be given for candidates with these certifications. If candidate does not already possess these certifications, training and certification exam will be provided for the right candidate.

Security Must currently hold, or be eligible for, and be able to maintain a US Secret clearance
