Data Auditor

• Review data audits and tests for all observer and Electronic Monitoring trips and make corrections as necessary within established timelines, unless otherwise directed by the Data Quality Program Manager.\n
• Assist with the development of new data audits and tests.\n
• Conduct research on the nature of database errors and make recommendations for corrections.\n
• Perform database queries designed to identify individual error projects.\n
• Assist data processing staff with associated tasks, including occasional informal data requests.\n
• Assist with database migration projects and associated research.\n
• Keep the Data Quality Program Manager and Data Quality Specialist informed of important or controversial data, data quality, and compliance issues.\n
• Attend and participate in DPP and DQT meetings.\n
• Assist with manual changes by reviewing and commenting on changes as they relate to observer protocols.\n
• Assist in tracking the certification of newly trained observers.\n
• Assist in tracking priority trips, late trip submissions, and training trips and notify appropriate Observer Program staff of pending issues as needed.\n
• Document changes to observer protocols as they arise.\n
• Assist in the training of newly hired Data Debriefers and other Data Quality staff.\n
• Deploy as needed on shadow trips, trip trainer trips, and probation/priority Data Quality trips.\n
• Provide observers with guidance for data quality improvement when necessary.\n
• Edit observer trip data, including paper logs and electronic data.\n
• Review Electronic Monitoring videos and assist with other data quality projects as needed.\n
• Provide instructions, procedural interpretation, and guidance, both in person and through documentation, to new debriefers, auditors, and other Data Quality staff as needed.\n

• Minimum of one year of relevant experience and applicable degree or credential requirements.\n
• B.S. degree in Marine Biology, Fisheries Biology/Management, or a related field.\n
• Strong SQL experience.\n
• Interest in fisheries science and fisheries management.\n
• General knowledge of marine mammal, sea turtle, and seabird identification and sampling procedures.\n
• Ability to perform at-sea observer-related duties.\n
• Mentoring training or experience.\n
• Conflict resolution training or experience.\n
• Experience with program planning and management in a team environment.\n
• Experience developing performance metrics and milestones.\n
• Ability to work with diverse interagency teams.\n
• Excellent verbal and written communication skills.\n
• Ability to communicate effectively in both office and field environments.\n
• Experience working with marine fisheries information programs or other science-based programs.\n
• Proficiency with Microsoft Office software.\n
• Proficiency with Google Workspace applications.\n
• Ability to represent NEFOP and NOAA programs in conversations with industry participants and stakeholders.\n
• Ability to go to sea and perform the duties of a fisheries observer, including working flexible work/sleep schedules, repeatedly lifting a minimum of 50 pounds, and working effectively with members of the fishing community under difficult conditions.\n, * Biological research experience at the college or professional level.\n
• Previous fisheries observer experience.\n
• Proficiency in GIS.\n
• Website development experience.\n
• SAS or other statistical package experience.\n
• Experience with Oracle or other relational database management systems.\n
• SQL programming language experience.\n
• HTML and XML skills and experience.\n

All contractor personnel are also required to complete applicable NOAA IT Security, NOAA Safety, Records Management, workplace safety/security, and other required NOAA/DOC training.\n \n Work is primarily conducted onsite at the NOAA Facility at Tech Park East in Falmouth, Massachusetts. Limited off-site work may be permitted in coordination with the Program Manager, Task Monitor, and COR.\n \n Facility access is generally available from 7:00 a.m. to 6:00 p.m., Monday through Friday.
