Job description
State Compensation Insurance Fund is seeking a strategic and technically experienced leader to drive our incident Response and Threat Intelligence function, protecting our organization from evolving cyber threats while strengthening our overall security posture., As State Fund continues to strengthen its cybersecurity capabilities, we are looking for an experienced manager to lead critical incident responses and threat intelligence efforts. This is a high-impact leadership role for someone ready to shape how the organization anticipates, detects, and responds to risk across the enterprise.
Under the direction of the Enterprise Security senior leadership, this role provides both strategic direction and operational leadership across incident response, threat intelligence, and security awareness program, ensuring enterprise readiness., The Incident Response and Threat Intelligence Manager will:
- Lead and develop the enterprise incident response function, driving strategy, governance, and continuous improvement
- Oversee the full incident response lifecycle and ensure its effectiveness to mitigate risks.
- Develop and implement program roadmaps while strengthening security awareness initiatives to support organizational readiness
- Provide leadership and oversight across Incident Response, Threat Intelligence, and Security Awareness functions, fostering a collaborative and high-performing environment
- Build, mentor, and develop a high performing cybersecurity team, promoting accountability and innovation

Special Requirements
Effective July 1, 2025, the State of California implemented the Personal Leave Program 2025 (PLP 2025) which reduces an employee’s monthly salary in exchange for leave credits. Employees appointed to this classification will have their monthly salary reduced and will accrue hours of PLP 2025 on the first day of each pay period in accordance with the applicable bargaining contract. The salary range(s) included on this job posting do not reflect the reduction in pay.

Requirements
In addition to evaluating each candidate’s relative ability, as demonstrated by quality and breadth of experience, the following factors will provide the basis for competitively evaluating each candidate, * Demonstrated leadership experience managing cybersecurity teams and programs in dynamic operational environment
- Deep expertise in cyber security and threat intelligence framework (e.g., MITRE ATT&CK, Cyber Kill Chain, Diamond Model)
- Experience operating at the enterprise level with evolving security challenges
- Ability to communicate and engage effectively with senior leadership and executive audiences

Relevant certifications (e.g., CISSP, CISM, C TIA, CTIA, GCTI, GCIH) preferred - Critical reasoning, problem solving, and project management capabilities
- Excellent written and verbal communication skills, with the ability to influence and align stakeholders
- Experience with security policy, compliance, and governance frameworks (e.g., NIST 800 series, PCI, ISO 27001/27002)
- Working experience of emergent cyber security risks, trends, and technologies
