Job description
The purpose of this Third Party Contract (TPC) is to provide one (01) Design, Monitoring, and Evaluation (DME) Management / Program Analyst who shall be ready to 1) assist INL program teams and implementing partners in enrolling, reporting, analyzing, and visualizing performance data in INL’s performance monitoring database; 2) assist INL program teams and implementing partners in the design of programs and monitoring plans, and help them develop data collection and reporting processes; 3) analyze INL performance on design and monitoring, and advise on improvements to INL DME guidance and implementation procedures; 4) advise on evaluations of Bureau programs conducted by outside implementers; and 5) provide training and coaching on INL DME standards, database enrollment procedures, and data analysis techniques., * Analyze a large number of financial, program planning, bilateral, and program evaluation documents for standard and ad hoc reports, as needed.
- Track INL accomplishments and outcomes in the Western Hemisphere as reported in Daily Activity Reports, SMART cables, DevResults, and other resources to create summaries on INL/WHP accomplishments.
- Ensure use of quality indicators and inclusion of appropriate INL measures for data verification and data quality assessments.
- Respond to data calls and produce written and oral reports and presentations on Western Hemisphere-specific indicators and data when requested.
- Using GIS or other relevant software, and in coordination with relevant Program Officers, draft regional and country maps of security and criminality challenges across the region, and INL’s policy and programmatic response.
- Research and use government and private sector best practices to measure and improve customer service, approval workflows, and processing timelines.
- Provide feedback to management on best practices for data input, document standardization, organization, and storage; identify recurring issues that should be addressed by management
- Assist in coordinating the interpretation and adaptation of available guidelines/SOPs to specific work-related issues; aid in analyzing the issues (e.g., workflow, delegations of authority, or regulatory compliance) and make recommendations for changes and improvements.
- Assist in developing SOPs for areas identified as a potential risk or vulnerability to the INL’s management control structure
- Assist subject matter expert’s with the development of training modules for INL sponsored training workshops and distance learning courses based on policies and procedures.
- Develop and maintain strong relationships through excellent customer service skills, project management knowledge, and a related understanding of the program office needs and mandates.
- Work with the DME coordinators, INL/WHP, INL embassy staff, implementers, and all other relevant partners to meet the DME needs of INL/WHP.
- Work with the INL/WHP DME Officer, coordinate with INL embassy and Washington staff to ensure indicators and processes are standardized and reported in INL’s performance monitoring database.
- Assist INL staff with the development of, and/or provide technical review of program logic models, maturity models, change maps, results frameworks, and/or performance monitoring plans.
- Use data and provide analysis to inform design and monitoring advice to INL program teams and implementing partners, such as data from previous or related projects for lessons learned, or contextual data for root cause analysis. Establish and maintain almost daily contact with INL’s Office of Results and Criminal Deterrence, INL program teams, implementing partners and pertinent others to ensure required data collection activities are taking place.
- Provide training and coaching to end users on new reports and dashboards in INL’s performance monitoring database. Provide staff with technical expertise on data storage structures and analyze results using statistical techniques.
Requirements
- U.S. Citizen.
- A Bachelor’s Degree from an accredited institution.
- Four to six years’ experience in relevant field.
- Demonstrated knowledge of Federal regulations in regard to area of specific need.
- Proficient in Microsoft Office Suite.
- Demonstrated experience facilitating organizational change.
- Demonstrated ability to work on projects and issues within overall policy guidelines;
- Demonstrated skilled in oral and written communication, sufficient to draft action and info memos, congressional testimony, press guidance and congressional and general correspondence;
- Demonstrated knowledge of international narcotics and law enforcement issues.
- Demonstrated knowledge of design, monitoring, and evaluation best practices such as indicator development and data collection, entry and analysis.
Preferred Qualifications
- A Master’s degree from an accredited institution in a field related to the primary duties of this position.
- Active Secret Clearance
- Demonstrated experience with data visualization software such as ArcGIS or comparable GIS software, Microsoft PowerBI, Tableau, and other data and mapping software.
- Demonstrated superior communication, interpersonal, and writing skills, including experience drafting U.S. Government reports and documents.
- Demonstrated analytical and critical thinking skills.
- Demonstrated ability to work independently and proactively.
- Experience with providing training on or conducting data entry and analysis in reporting platforms like DevResults and other comparable systems.
- Demonstrated knowledge of Western Hemisphere issues, including specialized knowledge of international narcotics, anti-corruption, and transnational crime.
- Demonstrated skills in oral and written communication in Spanish (proficiency 1/1 or 2/2).
- Demonstrated experience teaching and coaching others.
