Transition Project Manager

A client of Insight Global is looking to bring on an experienced Senior Project Manager to lead the transition of services and billing inventory from an existing State of California contract to a new contract. This role will manage the end-to-end migration of a large volume of product, inventory, asset, customer, and billing data from legacy billing systems into GPS., The Project Manager will develop and maintain the integrated project plan, manage milestones and dependencies, coordinate multiple internal teams, identify roadblocks, and implement mitigation and contingency plans. The successful candidate will have substantial experience with complex billing migrations, telecommunications products, data quality and reconciliation, and database-driven conversion activities.

Bachelor’s degree in business, information systems, computer science, engineering, finance, or a related field, or equivalent relevant experience.

• Significant project or program management experience leading complex, cross-functional technology, billing, or operational transitions.

• Demonstrated experience migrating large volumes of product, customer, inventory, asset, or billing data between enterprise systems.

• Expert-level experience with billing platforms supporting the products being migrated and strong operational knowledge of GPS.

• Strong understanding of telecommunications products such as ASE, ASEOD, AVPN, ADI, and IPFLEX.

• Experience creating and managing integrated project plans, milestones, dependencies, critical paths, risks, and mitigation plans.

• Experience with data profiling, cleansing, mapping, transformation, bulk uploads, validation, reconciliation, and exception management.

• Strong understanding of relational databases, data models, database development concepts, and structured data conversion.

• Ability to interpret database extracts, mapping specifications, queries, reports, and reconciliation results.

• Experience validating billing outcomes and resolving rating, hierarchy, inventory, and account-assignment discrepancies.

• Ability to lead multiple internal teams in a matrixed organization without direct reporting authority.

• Advanced analytical, problem-solving, facilitation, negotiation, and executive communication skills.

• Strong organizational skills and the ability to manage multiple migration workstreams under deadline pressure. Preferred Qualifications

• PMP, PgMP, PMI-ACP, or comparable project-management certification.

• Experience leading telecommunications contract transitions for a government or large enterprise customer.

• Experience with State of California projects, contract transitions, or billing requirements.

• Hands-on familiarity with GPS, ACUS, GEMS, billing SID creation, site creation, and billing hierarchy design.

• Working knowledge of SQL, data-query tools, ETL processes, data warehouses, or migration automation.

• Experience conducting mock conversions, migration-wave planning, and cutover management

• Familiarity with financial controls, revenue assurance, billing reconciliation, and audit documentation.

• Experience managing vendors, subcontractors, or third-party implementation teams.

$60/hr to $65/hr
