Job description
The Manager, Data Engineering leads the data engineering team through the modernization of LucyRx’s enterprise data platform. This is a player-coach role combining hands-on Oracle PL/SQL leadership with people management. The role owns the day-to-day execution, quality, and delivery of a team of approximately nine engineers and contractors, and carries direct responsibility for the most complex and highest-leverage database and pipeline work.
In the near term, the role is anchored in Oracle PL/SQL, database performance, and migration planning as LucyRx transitions from an Oracle-centric environment toward a modern, cloud-based analytics ecosystem built on Snowflake. Over time, scope will expand to include cloud data engineering, pipeline architecture, and analytics enablement. This position is accountable for keeping delivery moving, quality high, and the team growing throughout that transition.
Role and Responsibilities
Lead the Team
- Manage a team of approximately nine FTE and contract data engineers, providing clear direction, performance feedback, and day-to-day coaching.
- Run a tight delivery cadence: ensure work is well-scoped, prioritized, and progressing, and identify and close variance in quality and throughput across the team.
- Own onboarding for new engineers, getting them productive in our Oracle and cloud environments within their first 30 days.
- Participate actively in hiring; you will inherit the engineers you help select.
- Identify skill gaps on the team and build development plans that grow individuals toward the modern data stack as the platform evolves.
Set and Enforce the Technical Bar
- Define, document, and enforce coding standards across Oracle PL/SQL, ETL processes, and data pipeline development.
- Lead code and design reviews with depth and intent; reviews under your ownership should visibly improve the codebase, not simply approve changes.
- Drive consistency across the team so quality, documentation, and error handling meet the same bar regardless of author.
- Put the automation and tooling in place that backs the bar: version control practices, CI quality gates, and testing standards that prevent regressions from reaching production.
Hands-On Engineering Leadership
- Spend approximately 30% of your time writing and reviewing production code, focusing on high-leverage areas where architectural decisions and standards have outsized impact.
- Pair with engineers on complex PL/SQL problems, performance tuning challenges, and migration architecture decisions.
- Model effective and responsible use of AI coding tools in alignment with LucyRx’s enterprise AI usage policies.
- Stay close enough to the code that your technical judgment is credible to the team and to peers in other engineering disciplines.
Oracle and Data Platform Ownership
- Own the quality and performance of our Oracle PL/SQL codebase: stored procedures, functions, packages, triggers, ETL processes, and schema design.
- Lead or oversee Oracle database migration planning and execution, including migration to cloud platforms such as AWS RDS, Oracle Cloud, or Azure SQL Database.
- Drive performance tuning and query optimization across the Oracle environment, resolving production issues and preventing recurrence.
- Oversee data integrity, security, and compliance with HIPAA and company standards across all data engineering work.
- Partner with the Senior Data Engineer and analytics engineering teams on the evolving Snowflake platform, contributing to pipeline design, data modeling standards, and ingestion patterns as the platform matures.
Cross-Team Partnership
- Work closely with the full-stack engineering team on application-to-data integration; review and credibly push back on database design patterns that create downstream risk.
- Partner with product, clinical operations, reporting, and finance stakeholders to translate data requirements into reliable, well-documented solutions.
- Surface risks, dependencies, and tradeoffs early; proactive communication is a core expectation of this role.
- Collaborate with the Manager, Reporting and Analytics on shared data platform priorities and cross-team delivery.
Requirements
- Bachelor’s degree in Computer Science, Information Technology, or related field, or equivalent experience.
- 8+ years of data engineering or Oracle database development experience, with at least 2 years in a lead or management role.
- Deep expertise in Oracle PL/SQL: stored procedures, functions, packages, triggers, views, performance tuning, and query optimization.
- Demonstrated experience managing or leading a team of engineers, including performance management, coaching, and delivery ownership.
- Proven player-coach background: recent hands-on technical contribution (within the last 12 months) alongside people management responsibilities.
- Experience with Oracle-to-cloud migration patterns, including AWS RDS, Oracle Cloud Infrastructure, or Azure SQL Database.
- Strong SQL proficiency and solid Python experience for scripting, automation, or pipeline development.
- Experience with ETL/ELT pipeline design, development, and maintenance.
- Familiarity with data modeling principles, including dimensional modeling.
- Strong problem-solving, communication, and documentation skills.
- Comfort operating in regulated environments (HIPAA, SOC 2, or similar).
Preferred Qualifications
- Experience with Snowflake, dbt, or Fivetran in a production environment.
- Familiarity with Oracle tools including SQL*Loader, Data Pump, SQL Developer, TOAD, and Oracle APEX.
- Experience with Oracle 12c/19c and advanced features.
- Healthcare, PBM, managed care, or other regulated industry experience.
- Experience managing a mixed team of FTE and contractors.
- Familiarity with Agile methodologies and CI/CD practices.
- Oracle Certified Professional.
- AWS, Azure, or Oracle Cloud certification.
