Job description
We are seeking an experienced Technology Professional Services Procurement Manager / Category Manager to support Technology Professional Services and broader Professional Services categories. The ideal candidate will have deep experience in technology services sourcing, strategic procurement, category management, commercial negotiations, and supplier management. This is a high-visibility, high-impact role requiring an individual who can serve as a strategic partner to the business while also being hands-on in executing sourcing and contracting initiatives. The initial focus will include:
- Technology consulting

- Application development and maintenance

- Outsourced delivery
- Professional and consulting services
Important: This role is focused specifically on Technology Professional Services, not technology products, software licensing, hardware, telecommunications, cloud licensing, or infrastructure procurement. Key Responsibilities Strategic Sourcing & Commercial Negotiations
- Lead and support RFI, RFP, and RFQ activities from requirements development through supplier selection and award.
- Develop sourcing strategies, coordinate suppliers, evaluate proposals, conduct negotiations, and prepare recommendations.
- Lead negotiations for:
- Master Services Agreements (MSAs)
- Statements of Work (SOWs)
- Amendments
- Rate Cards
- Managed Services Agreements
- Professional Services contracts
- Structure and negotiate complex commercial models, including:
- Time & Materials
- Fixed Fee
- Milestone-Based
- Managed Services
- Outcome-Based engagements
- Review and negotiate scope, deliverables, acceptance criteria, pricing, SLAs, KPIs, governance, change control, risk allocation, IP considerations, and exit provisions.
- Develop and benchmark supplier rate cards, labor categories, discounts, and pricing frameworks.
- Partner with Legal on contract drafting, redlines, amendments, and execution.
- Utilize market intelligence, competitive benchmarking, total-cost analysis, and supplier data to drive favorable commercial outcomes.
Category & Supplier Management
- Support Technology Professional Services and Professional Services category strategies.
- Conduct market assessments, supplier segmentation, opportunity analysis, and sourcing pipeline development.
- Serve as a subject-matter advisor on supplier capabilities, delivery models, market trends, pricing dynamics, and industry best practices.
- Manage sourcing activities involving:
- Consulting firms
- Systems Integrators
- Managed Service Providers
- Staff Augmentation suppliers
- Outsourced service providers
- Support supplier governance, KPI/SLA tracking, business reviews, issue resolution, and continuous improvement.
- Manage assigned SOW activities within SAP Fieldglass or a comparable VMS.
- Identify and track measurable value, including cost savings, cost avoidance, risk mitigation, cycle-time improvements, and supplier quality improvements.
Stakeholder Partnership & Execution
- Partner with Technology, Finance, Legal, HR, Procurement, and business stakeholders.
- Provide commercial guidance regarding supplier selection, negotiation strategies, contracting approaches, and risk mitigation.
- Present market insights, supplier assessments, recommendations, risks, and status updates to stakeholders and leadership.
- Identify and mitigate sourcing, supplier, contractual, and operational risks.
- Manage multiple concurrent sourcing and contracting initiatives.
- Ensure compliance with procurement policies, governance requirements, documentation standards, ethical sourcing expectations, and audit requirements.

Requirements
- Bachelor’s degree in Business, Supply Chain Management, Finance, Technology, or a related field.
- 7 10 years of progressive experience in:
- Strategic Sourcing
- Category Management
- Procurement
- Contracting
- Significant direct experience supporting Technology Professional Services and/or Professional Services categories.
- Demonstrated experience negotiating and redlining:
- MSAs
- SOWs
- Amendments
- Rate Cards
- Managed Services Agreements
- Consulting Services Agreements
- Experience sourcing and managing services from:
- Consulting firms
- Systems Integrators
- Managed Service Providers
- Staff Augmentation suppliers
- Outsourced delivery organizations
- Experience leading competitive sourcing events and developing supplier evaluations, commercial recommendations, and award documentation.
- Strong knowledge of:
- Service agreement terms
- Rate cards
- Labor categories
- Pricing benchmarks
- Deliverables

Preferred Qualifications
- Experience managing the full SOW lifecycle within SAP Fieldglass or another VMS.
- Experience with contingent workforce management, MSP models, and VMS governance.
- Experience with procurement, contract management, spend analytics, and reporting tools such as:
- SAP Ariba
- Coupa
- Excel
- Power BI
- Tableau
- Experience working in a large enterprise or regulated procurement environment.
- Master’s degree or professional certification such as CPSM, CIPS, or equivalent.
