Job description

Cadence Coalition LLC is seeking a ServiceNow Developer to support the U.S. Department of Energy Naval Reactors Laboratory Field Office (NRLFO), Mission Support Division (MSD), in support of Naval Reactors Program activities. The selected candidate will design, configure, develop, deploy, document, and support ServiceNow workflow applications and modules supporting business and technical workflows. The role includes ServiceNow development and administration, workflow automation, technical documentation, issue tracking, Federal IT compliance, stakeholder coordination, and mission-driven special projects. This is a part-time, on-site key-personnel position at Bettis Atomic Power Laboratory in West Mifflin, Pennsylvania. The role requires a DOE L access authorization and hands-on experience with ServiceNow ITSM, ITOM, workflow, catalog, and custom applications in a controlled Federal environment. Primary Responsibilities

  • Design, develop, configure, and implement ServiceNow workflow applications supporting business and technical requirements.
  • Configure ServiceNow applications, forms, workflows, catalog capabilities, and custom applications based on stakeholder requirements.
  • Develop and deploy solutions across ServiceNow modules including ITSM, ITOM, workflow, catalog, and custom applications.
  • Ensure developed modules and applications are accurately documented and maintain a log of developed and deployed modules for audit and tracking purposes.
  • Provide operations support for deployed ServiceNow applications and modules.
  • Ensure ServiceNow development and operations comply with Federal IT standards, DOE Orders, NNSA directives, FISMA/NIST guidelines, Naval Reactors information-system instructions, and site-specific requirements.
  • Build, maintain, and regularly update documentation tracking ServiceNow development tasks, projects, priorities, progress, and completion status.
  • Interface with Mission Support Division staff to clarify requirements, priorities, schedules, and expected outcomes.
  • Provide bi-weekly management briefings on ServiceNow development projects and initiatives.
  • Complete tasks and projects by established completion dates and promptly communicate schedule risks, delays, and reasons when dates cannot be met.
  • Develop, maintain, and document ServiceNow development policies, processes, procedures, and supporting documentation.
  • Support mission-driven initiatives requiring workflow automation or process enhancement and recommend opportunities to improve efficiency and effectiveness.
  • Coordinate project-oriented ServiceNow development requests in alignment with DOE/NNSA and Naval Reactors IT guidance.
  • Deliver complete, functional, properly documented ServiceNow module packages and maintain development tracking logs meeting Federal lifecycle and auditability requirements.
  • Prepare weekly development-status reports summarizing completed tasks, outstanding work, risks, and recommended improvements.
  • Maintain logs of ServiceNow platform, software, or network issues, including date, time, description, and corrective actions taken., * Work will be performed on-site at Bettis Atomic Power Laboratory, West Mifflin, PA. This site is the official duty station; no travel to other NRLFO locations is anticipated.
  • This is a part-time assignment anticipated at 1,040 hours per period of performance (approximately 20 hours per week).
  • Coverage is required during core hours of 9:00 a.m. to 3:00 p.m. local time, Monday through Friday, excluding Government holidays and site shutdowns; the part-time schedule will be structured to support required core-hour coverage.
  • General office hours may be scheduled between 6:00 a.m. and 6:00 p.m. local time, with start and end times adjustable by mutual agreement.
  • The position is on-site. Telework may be authorized only by exception at the Government’s discretion; candidates should expect to work on-site.

Requirements

  • Bachelor’s degree in Computer Science, Information Technology, Information Systems, Engineering, or a closely related field from an accredited institution.
  • Minimum of three (3) years of directly relevant professional experience in application development, systems analysis, or IT platform administration, of which at least two (2) years must be hands-on ServiceNow development and/or administration experience.
  • Demonstrated proficiency configuring, scripting, developing, and deploying solutions across ServiceNow modules including ITSM, ITOM, workflow, catalog, and custom applications.
  • Comprehensive understanding of Federal IT compliance frameworks, including change control, configuration management, auditability, secure workflow development, and documentation standards applicable to sensitive unclassified information systems.
  • Demonstrated ability to develop ServiceNow solutions in accordance with Federal standards and requirements, including DOE/NNSA and FISMA/NIST requirements.
  • Excellent verbal and written communication skills with the ability to present complex ServiceNow system information clearly and concisely in accordance with Government reporting and documentation expectations.
  • Ability to manage priorities, meet established completion dates, document work thoroughly, and communicate schedule or technical risks promptly. Substitutions: The degree requirement may not be substituted with experience for this position. A Master’s degree in a directly relevant field may substitute for one (1) year of the three-year experience requirement (Master’s + two (2) years of ServiceNow development/administration experience). A current, directly relevant professional certification (e.g., ServiceNow Certified System Administrator, Certified Application Developer, or ITIL Foundation) may substitute for one (1) year of the three-year requirement; in no case may the two (2) years of hands-on ServiceNow experience be reduced. Security, Access, and Suitability Requirements

  • A DOE L access authorization is required for this position.
  • U.S. citizenship is required. Applicants must be able to obtain and maintain a U.S. Department of Energy (DOE) access authorization at the level stated above.
  • A DOE access authorization is required for unescorted access and is expected to be in place before the start of performance. Candidates holding an active DoD clearance at an equivalent or higher tier may be eligible for reciprocity while DOE adjudication is completed; a staggered start may be accommodated where DOE adjudication is not complete by the anticipated start date.
  • This is a Testing Designated Position under 10 CFR Part 707. Employment is contingent on a pre-employment drug test, and incumbents are subject to random and for-cause testing.
  • This position requires access to a classified network and a Limited Access Area. Must comply with all site security, safety, health, environmental, information-security, nondisclosure, and training requirements, including the handling of information and materials of national-security interest.

Selected candidates will be asked to sign a letter of commitment contingent upon contract award., * Experience integrating ServiceNow with enterprise systems operating under Federal compliance standards.
  • ServiceNow certifications (CSA, CAD, CIS-ITSM) and/or ITIL Foundation.
  • Active DOE L or Q access authorization, or active DoD Secret (or higher) clearance.
  • Familiarity with secure software-development lifecycle requirements in Federal or other highly controlled environments.
  • Experience developing organizational IT procedures, standard operating procedures, and compliance documentation.
  • Demonstrated ability to identify workflow improvements aligned with mission objectives and translate them into effective ServiceNow automation.
  • Strong interpersonal and collaboration skills supporting communication across Government offices, Federal contractors, site personnel, business stakeholders, and technical teams. Application Requirements Applicants should submit a current resume that clearly identifies:
