Job description

General Atomics Electromagnetic Systems (GA-EMS) designs and manufactures first-of-a-kind electromagnetic and electric power generation systems. GA-EMS’ expanding portfolio of specialized products and integrated system solutions support critical fleet, space systems and satellites, missile defense, power and energy, and process and monitoring applications for defense, industrial, and commercial customers worldwide., RCC 319 Application & Compliance

  • Lead the tailoring and application of RCC 319 requirements for complex flight and ground systems.
  • Develop and maintain:
  • Compliance matrices
  • Tailoring rationales
  • Verification plans
  • Ensure RCC 319 requirements are appropriately interpreted, flowed down, implemented, and verified across systems and subsystems.

Energetics & Qualification Testing

  • Develop, review, and approve qualification test plans and procedures for systems and components containing energetic materials, including:
  • Ordnance
  • Propulsion systems
  • Pyrotechnic devices
  • Serve as the technical lead for energetics testing campaigns, including:
  • Environmental testing (vibration, shock, thermal, pressure, humidity, aging)
  • Functional and safety testing
  • Initiation and performance characterization
  • Analyze test data, prepare detailed test reports, and provide clear technical recommendations regarding:
  • Qualification status
  • Margins
  • Technical and safety risk

Cross-Functional Integration & Issue Resolution

  • Coordinate with design engineering, systems engineering, safety, reliability, and test organizations to ensure integrated and compliant test approaches.
  • Lead or support failure investigations, root cause analyses, and corrective action planning related to energetics and qualification testing.
  • Collaborate with multi-disciplinary teams to resolve complex technical issues identified during testing.

Customer, Range & Stakeholder Interface

  • Interface with customers, range safety organizations, and certification authorities to:
  • Present tailoring approaches, test plans, and results
  • Address technical questions, comments, and action items
  • Author, update, and coordinate Operational Requirements Documents (ORDs) or equivalent requirements documents for test ranges or test campaigns.
  • Translate test objectives and concepts of operations (CONOPS) into clear, testable operational requirements and performance metrics.
  • Collaborate directly with DoD range stakeholders (e.g., range control, safety, instrumentation, spectrum management) to refine and validate operational requirements.
  • Apply knowledge of range capabilities and constraints-including airspace/sea space management, flight/test safety, telemetry, tracking, communications, and data collection-to support test planning and execution.

Leadership, Mentoring & Continuous Improvement

  • Mentor junior engineers in:
  • RCC 319 interpretation
  • Energetics test methods
  • Best practices for qualification and verification
  • Contribute to continuous improvement of internal standards, processes, and tools related to RCC 319 compliance and energetics testing.
  • Perform other duties as required to support program and organizational objectives.

Requirements

  • Typically requires a bachelors degree, masters degree or PhD in engineering or a related technical discipline from an accredited institution and progressive engineering experience as follows; twelve or more years of experience with a bachelors degree, ten or more years of experience with a masters degree, or seven or more years with a PhD. May substitute equivalent engineering experience in lieu of education.
  • Ability to work on-site in a secure environment and to obtain and maintain a U.S. security clearance as required.
  • Ability to work both independently and collaboratively in a team environment.
  • Willingness and ability to work extended hours and travel as required, including to test ranges and external laboratories.
  • Ability to travel up to 25%.
  • Active DoD Secret security clearance with the ability to upgrade to Top Secret., * Master’s degree in engineering or a related technical field.
  • Direct experience working with one or more specific DoD test ranges (e.g., NAVAIR, USAF, Army, or joint ranges) on the development or revision of ORDs or similar operational documents.
  • Experience developing CONOPS, test plans, and test procedures that trace to and satisfy ORD requirements.
  • Experience interfacing with U.S. government range safety offices or certification authorities on RCC 319 compliance.
  • Background in systems engineering, safety engineering, or reliability engineering for flight systems.
  • Hands-on experience with test facility operations, instrumentation, and data acquisition for energetics testing.
  • Experience with other relevant standards, such as:
  • MIL-STD environmental/qualification standards
  • Explosive safety standards
  • Range safety manuals

Work Environment & Travel

  • On-site work in a secure facility is required.
  • Travel up to 25% may be required, including to test ranges and external laboratories.
  • Extended hours may be necessary to support test operations and program milestones.
