Job description

We are seeking a skilled Asset Manager to support the Outfall Planning group embedded with the Los Angeles Sanitation & Environment (LASAN) department. This role is ideal for a civil or environmental engineering professional with a planning background who can manage complex asset management programs and contribute across a range of Outfall Planning functions., * Conduct engineering investigations related to the maintenance and improvement of asset management systems, including technical functional requirements, data migration, and GIS schema review.

  • Coordinate production environment configuration, cutover scheduling, pre-launch testing, and go-live communications.
  • Evaluate and facilitate testing, issue resolution, retesting, knowledge transfer, user training, and go-live readiness.
  • Analyze asset performance data trends and identify areas for improvement, utilizing machine learning algorithms to support better decision-making.
  • Supervise, coordinate, and direct the activities of professional and non-professional staff engaged in the design, construction, and start-up of water, wastewater, and solid waste treatment facilities.
  • Collect and compile relevant sewer data - including hydraulic information and structural condition data - to provide technical expertise related to sewer systems.
  • Perform structural and/or hydraulic analysis of large-diameter sewers to identify and reduce the risk of sewer collapse and/or sanitary sewer overflow.
  • Conduct pilot projects to evaluate or identify new technologies and methodologies; prepare technical reports for prioritizing large-diameter sewer rehabilitation and/or repairs.
  • Plan, review, and contribute to wastewater collection system master plans and other planning documents.
  • Conduct wastewater-related technical studies and prepare technical memoranda.
  • Evaluate asset risk assessments and develop mitigation plans.
  • Coordinate activities of technical and non-technical personnel involved in construction, maintenance, and operations.

Requirements

Do you have a valid Professional Engineer license?, Do you have a valid Engineer in Training certification?, Do you have experience in Water resource engineering?, Do you have a Master’s degree?, * Knowledge of GIS software; experience with MIKE URBAN hydraulic modeling software preferred.

  • Proficiency in Microsoft Project, Excel, Word, PowerPoint, and Access.
  • Knowledge of wastewater collection system analysis, including deficiency identification and improvement planning.
  • Experience with CCTV assessment of sewer infrastructure.
  • Familiarity with wastewater regulatory requirements and financial management structures governing wastewater programs.
  • Ability to manage multiple projects and tasks simultaneously.
  • Strong written and verbal communication skills, including the ability to prepare and deliver presentations to agencies, stakeholders, and regulatory bodies.
  • Experience working with consultant contracts, including development of Requests for Proposals (RFPs).
  • Ability to oversee and monitor consultant work products.
  • Knowledge of project management principles; ability to develop project schedules, budget cash flows, and coordinate activities across multiple bureaus and agencies.
  • Ability to work both independently and collaboratively in a team environment.
  • Ability to deal tactfully with City personnel, the public, and regulatory agencies.

Preferred Qualifications

  • Knowledge of Microsoft Project and GIS software
  • Experience with water systems, environmental regulations, or municipal engineering
  • Understanding of climate change adaptation and sustainability principles
  • Experience with data analysis and technical writing
  • Interest in water efficiency and environmental compliance, * Bachelor’s degree in Civil Engineering, Environmental Engineering, or a closely related field (Master’s degree preferred).
  • Minimum of 5 years of professional experience in wastewater, water infrastructure, or related public works engineering.
  • Experience with asset management programs, GIS-based data systems, or infrastructure planning is highly desirable.
  • Engineer-in-Training (EIT) certification or Professional Engineer (PE) license preferred.
