Senior Technical Officer - Data & Insights Specialist

We are seeking a permanent Senior Data & Insights Specialist to deliver high-quality reporting, analysis, and insights that support both innovation projects and the effective management of our internal service operations, enabling strategic workforce planning and informed decision-making across the service. Whilst sitting in the Innovation Programme Delivery function, the role will have a remit across all areas covered by the service, including business development and operations.

A key aspect of the role will be the design and delivery of intuitive, user-focused Power BI dashboards and static reporting outputs that transform complex information into clear, compelling insights. You will develop innovative approaches to data collection, integration, and analysis, bringing together complex datasets from multiple sources to create a robust evidence base for decision-making.

Working with both quantitative and qualitative data, you will apply advanced Excel and DAX skills to develop and optimise data models, delivering insights that support innovation projects, operational performance, and strategic decision-making.

You are an analytical thinker with a passion for turning data into actionable insight.

You have strong technical skills in data manipulation, modelling, and visualisation, with experience using Power BI to create accessible, user focused dashboards.

As an experienced data professional, you are used to operating in environments where data, requirements, and problem definitions may not always be clear.

You are comfortable working through uncertainty in a structured and methodical way, identifying opportunities, developing analytical approaches, and generating robust evidence to support decision-making.

You can communicate complex information in a clear and engaging way, supporting colleagues at all levels to understand and use data effectively.

You are curious, proactive, and solutions-focused, able to anticipate issues, recommend improvements, and influence positive change.

You enjoy collaborative working, can manage competing priorities, and take pride and accountability in delivering high-quality work that supports evidence-based decisions.

Your office base may be subject to change as we are currently transitioning between temporary and permanent office locations due to the closure of County Hall. If this is applicable to you, you will be notified, but no reimbursement will apply in respect of travel.
