Job description

The Scrum Master / Agile Coach utilizes Agile processes, partnering with the Army Enterprise Staff Management Systems (AESMS) Product Lead and leadership teams and working with project teams to deliver on time and on budget at scale. This position works in a Scrum/SAFe environment using Scrum principles at the Department of Defense Service level to drive and implement the Joint Enterprise Task Management System (JETMS) application across each service. The Scrum Master / Agile Coach must demonstrate a high level of expertise in estimating work effort, planning sprint backlogs, facilitating daily stand-up meetings, and conducting sprint demo and retrospective meetings throughout all Agile sprint phases for this custom software development project., * Guide service-level program managers using Agile in a large program that includes multiple Agile teams, releases, and projects that operate in parallel (e.g., Scrum of Scrums)

  • Demonstrate breadth and depth of experience in the tools and techniques of the Scrum/SAFe Agile Framework at scale
  • Demonstrate knowledge and understanding of how to implement the architecture in an Agile environment, how to combine the use of component and feature teams, and how to coordinate multiple teams when managing Agile software development for large-scale enterprise development
  • Demonstrate an understanding of the constraints and ability to apply means and methods to overcome these constraints when implementing Agile in a federal contracting environment
  • Coach project teams and assist them in executing Agile practices to achieve Continuous Integration and Continuous Deployment and Delivery
  • Assist in easing the organizational cultural transition from well-established federal hierarchical structures, processes, and reporting to the transformation that Agile tends to introduce
  • Help the project team overcome internal barriers to excellence by assisting with tasks such as defining the Definition of Done, estimating stories, and navigating difficult Agile issues
  • Serve as an expert facilitator to elicit and document future-state processes and high-level requirements
  • Support business development activities as required (e.g., customer technical capabilities briefings, past performance content, technical solutions)
  • Perform other duties as assigned

Requirements

  • Bachelor’s degree
  • Minimum of 7+ years of experience as an Agile Coach or Scrum Master
  • Minimum of 7+ years of experience with Agile tools, including JIRA and Confluence, to support reporting and deliverables tracking
  • Minimum of 7+ years of experience with both Scrum and Kanban methodologies
  • Experience teaching technical and non-technical teams basic Agile framework concepts
  • Experience defining Stories and prioritizing the Team Backlog to streamline execution of program priorities while maintaining the conceptual and technical integrity of the features or components
  • Experience creating solutions in a collaborative, cross-functional team environment
  • Scrum Alliance Certified ScrumMaster Certification
  • Knowledge of the software development life cycle (SDLC)
  • Must be a U.S. citizen
  • Must successfully complete a background check
  • Ability to meet minimum security requirements

Desired Qualifications

  • Secret Security Clearance preferred
  • Certification in Agile methodologies, such as Certified ScrumMaster (CSM), Certified Scrum Professional (CSP), or SAFe Program Consultant (SPC), preferred
  • Experience with Microsoft Azure DevOps preferred but not required

  • Deep understanding of Agile principles and practices, as well as various frameworks such as Scrum, Kanban, Lean, and SAFe
  • Experience with Agile tools and software (e.g., JIRA, Confluence)
  • Experience coaching teams and individuals on Agile practices, facilitating workshops, and fostering a culture of continuous improvement
  • Strong leadership and interpersonal skills with the ability to influence and inspire teams to adopt Agile practices and mindset
  • Excellent verbal and written communication skills, with the ability to convey complex concepts in a clear and concise manner
  • Experience in organizational transformation and change management
  • Advanced problem-solving skills
  • Good work ethic and active desire to learn
  • Skillful time management and organizational skills to set and meet deadlines
  • Ability to work both independently and within a team
  • Ability to work effectively in a team environment to encourage collaboration, innovation, and continuous improvement
