Job description
Maximus is currently seeking an IT Principal Engineer who is highly technical engineering leader responsible for driving the design, development, modernization, and technical strategy of complex enterprise-wide clinical applications. This role serves as a technical leader and hands-on engineering expert, translating business and clinical needs into scalable, secure, maintainable, and innovative technology solutions. This is a remote position. The Principal Engineer will lead complex software engineering initiatives, establish technical direction and development standards, mentor and guide junior and senior developers, and provide hands-on expertise throughout the application lifecycle. This role requires a strong understanding of modern software engineering, cloud technologies, DevOps, application architecture, and enterprise development practices. The ideal candidate is someone who can think strategically while remaining deeply hands-on technically-someone who can design the solution, work through complex technical problems with development teams, challenge existing approaches, evaluate emerging technologies, and drive solutions from concept through implementation., * Act as lead technical representative and spokesperson supporting pre-marketing and proposal activities.
- Frequently responsible for providing guidance, coaching, and training to other employees across the organization within area of expertise.
- Drive the decision making for technical decisions in conjunction with systems technical staff.
- Document technical strategies to facilitate operational business needs.
- Assess systems requirements and design against best practices, technology advances, industry standards, and business needs.
- Provide direction on implementing feasible, cost-effective solutions to the overall system architecture and design to meet these needs.
- Review systems functionality, performance, and reliability to determine fit with business needs.
- Identify gaps and propose strategic technical solutions to implement solutions.
- Review federal, state, and company policies to determine applicability to systems functionality, design, and operation.
- Develop strategies to fulfill requirements and assess effectiveness of implementation.
Job-Specific Essential Duties and Responsibilities:
- Provide technical leadership and strategic direction for enterprise-wide clinical applications and software engineering initiatives.
- Lead the architecture, solution design, development, modernization, and implementation of complex web applications.
- Translate business and clinical requirements into scalable, secure, maintainable, and innovative technology solutions.
- Lead complex technical initiatives across multiple development teams, including onshore and offshore resources.
- Establish technical standards, development patterns, architectural guidelines, and engineering best practices.
- Mentor and provide technical direction to junior, mid-level, and senior developers, helping teams improve engineering capabilities and code quality.
- Evaluate emerging technologies, frameworks, tools, and development methodologies and recommend solutions that improve application capabilities, performance, scalability, and maintainability.
- Estimate level of effort for Scrum Product Backlog Items (PBIs) associated with web application development.
- Create, develop, test, and complete PBIs for enterprise web applications using Microsoft .NET, Visual Studio, Azure DevOps, and Azure SQL.
- Provide hands-on support and troubleshooting for applications utilizing Microsoft .NET, Visual Studio, Azure DevOps, Azure SQL, and enterprise Service Management tools.
- Perform software development quality assurance activities within Scrum, including code reviews, technical validation, testing, and adherence to established engineering standards.
- Design and implement modern application deployment strategies leveraging cloud and DevOps capabilities.
- Develop and maintain CI/CD pipelines, automated testing processes, source control strategies, and application lifecycle management practices.
- Conduct architecture reviews, solution design sessions, technical design reviews, and technical decision-making sessions across multiple teams.
- Present technical solutions, application capabilities, architectural decisions, and recommendations to internal stakeholders and leadership.
- Perform ad hoc and routine privileged database operations in accordance with enterprise security and operational standards.
- Troubleshoot complex technical issues, conduct root-cause analysis, and develop detailed technical proposals and recommendations to resolve problems.
- Identify opportunities to modernize legacy applications and improve application architecture, performance, reliability, security, and scalability.
- Collaborate with product managers, business stakeholders, solution architects, DevOps teams, database teams, security teams, and other technology groups to deliver enterprise solutions.
- Provide technical leadership throughout the complete software development lifecycle, from requirements and design through development, testing, deployment, and production support.
- Ensure technical solutions align with enterprise architecture, security, compliance, and technology standards.
- Lead technical execution across distributed development teams and ensure consistent engineering practices between onshore and offshore resources.
Requirements
’- Bachelor’s degree in relevant field of study and 10+ years of relevant professional experience required., * Bachelor’s degree in Computer Science, Information Technology, Software Engineering, or a related technical discipline, or equivalent professional experience.
- 10+ years of progressive software engineering experience, with significant experience developing and supporting enterprise applications.
- Demonstrated experience serving as a Principal Engineer, Lead Developer, Senior Software Engineer, or equivalent technical leadership role. · Advanced hands-on experience with Microsoft .NET, C#, ASP.NET MVC, Visual Studio, and enterprise web application development.
- Advanced knowledge and hands-on experience with:
- ASP.NET MVC. - C#.
- JavaScript.
- Telerik or comparable UI frameworks.
- SQL Server / Azure SQL.
- RESTful APIs.
- Web services.
- Cloud architectures.
- Modern application deployment strategies.
- Strong experience with Azure DevOps, including:
- Source control.
- CI/CD pipelines.
- Build and release management.
- Automated testing.
- Work item/PBI management.
- Application lifecycle management.
- Strong understanding of DevOps principles and modern software engineering practices.
- Demonstrated experience designing and implementing scalable, highly available, and maintainable enterprise applications.
- Strong understanding of software architecture, design patterns, API architecture, database design, integration patterns, and cloud-based application architectures.
- Demonstrated ability to troubleshoot complex technical issues, identify root causes, and develop detailed technical solutions and recommendations.
- Experience performing or overseeing database operations, including privileged database activities, SQL troubleshooting, performance analysis, and data-related problem resolution.
- Demonstrated experience leading architecture reviews, technical discussions, solution design sessions, and technical decision-making across multiple teams.
- Proven ability to lead and provide technical direction to onshore and offshore development teams.
- Strong experience with Agile/Scrum software development methodologies, including backlog refinement, PBI estimation, sprint planning, development, testing, and delivery.
- Demonstrated ability to conduct code reviews and establish development standards and best practices.
- Strong verbal and written communication skills with the ability to communicate complex technical concepts to both technical and non-technical stakeholders.
- Demonstrated ability to work collaboratively across product, business, architecture, engineering, DevOps, database, security, and infrastructure teams.
Preferred Skills and Qualifications:
- Experience developing clinical, healthcare, Medicaid, or other large-scale government applications.
- Experience with modernization of legacy enterprise applications into cloud-based or modern architectures.
- Experience with Azure cloud services and cloud-native application patterns.
- Experience with containerization, microservices, event-driven architecture, or other modern application architectures.
- Experience implementing automated testing and quality engineering practices.
- Experience with application performance monitoring, observability, and production engineering.
- Experience leading large-scale enterprise technology transformation initiatives.
- Experience working in highly regulated environments with strong security, privacy, and compliance requirements.
