Commercial Wireless Telecommunications Business Operations Team

ANSER is seeking a Business Operations Team Lead to support the Department of War (DoW) Chief Information Officer (CIO). In this role, you will support commercial wireless telecommunications strategy, infrastructure planning, and portfolio management while conducting operational and policy analysis to inform executive decision-making. You will also develop executive communications, coordinate stakeholder engagement, and support congressional and organizational initiatives.

Day to Day Responsibilities:

• Lead strategic planning, infrastructure planning, portfolio management, and organizational transformation initiatives.
• Conduct operational, and policy analyses supporting strategic roadmaps and implementation plans.
• Perform research and analysis in support of Congressional taskings and draft responses for DoW CIO. Maintain a record of Congressional commercial wireless and mobility inquiries/taskings to establish consistent responses. Establish and maintain open lines of communication with DoW CIO and OSW legislative affairs offices and with Congressional staffers as necessary.
• Develop executive briefings, presentations, speeches, talking points, reports, and strategic communications.
• Devise strategic plan and manage interdepartmental outreach, supporting the Director’s engagements with internal and external partners, including industry and interagency points of contact.
• Prepare routine packages for formal taskings for intradepartmental routing.
• Supervise a small team of technical or functional team members.

• Active TS/SCI security clearance.
• 10+ years of experience in telecommunications, business operations, strategic planning, policy analysis, program management, or a related field.
• Bachelor’s degree in Information Technology, Government, Public Policy, Business Administration, National Security Affairs, or a related field. Will accept 4 additional years of related experience in lieu of bachelor’s degree.
• Knowledge of commercial wireless telecommunications, infrastructure planning, and technology portfolio management.
• Experience conducting operational or policy analysis and translating findings into strategic roadmaps or implementation plans.
• Experience supporting senior executives and advising leadership on organizational or congressional matters.
• Experience developing executive-level briefings, reports, speeches, talking points, or strategic communications.
• Experience coordinating engagements across internal organizations, industry, interagency partners, or other external stakeholders.
• Experience supporting strategic planning, organizational transformation, or project management initiatives.

Preferred Qualifications:

• Prior experience supporting an Office of the Secretary of War (OSW) staff or organization.
• Prior experience managing small teams of direct reports.
• Familiarity with Department of War or federal government organizational structures and processes.
• Experience supporting defense-related organizations or national security initiatives.
