Oracle EBS Data Analyst

On behalf of The Ministry of Justice, we are looking for a Oracle EBS Data Analyst (Inside IR35) for a 6 month contract based primarily remote (occasional travel to MoJ offices and team meetings, typically in London).

The Synergy Programme is a large-scale transformation programme consisting of four Government departments, MOJ (Ministry of Justice), DWP (Department for Work and Pensions), DEFRA (Department for Environment, Food and Rural Affairs) and HO (Home Office). They will come together to replace their current back-office systems and introduce new ways of working for 220,000 civil servants combined from 2026 onwards. High-quality, accurate data is fundamental to enabling this transition and ensuring that future processes, reporting, and business operations function effectively on the new Oracle Fusion platform.

For the MoJ, most source data sits within SOP, an Oracle E-Business Suite (EBS) system. To migrate this data successfully into the new ERP, it must be correct, complete and ready for use. This requires significant data quality analysis to identify errors, inconsistencies, root causes and remediation needs across Finance, HR and Commercial datasets. This work is highly technical and depends on specialist understanding of how Oracle EBS data is structured, related, generated and used.

The Oracle EBS Hybrid Data Analyst plays a critical role in supporting the MoJ Synergy Programme by providing specialist Oracle E Business Suite (EBS) data expertise during a period of intensive data analysis and cleansing activity. This role directly supports key programme priorities, including high quality data readiness, reduction of operational risk, and successful transition into the future ERP landscape.

As an Oracle EBS Data Analyst, your main responsibilities will be: . Analysing, extracting, and interpreting Oracle EBS data across Finance, Procurement and/or HCM modules . Applying technical knowledge of Oracle EBS structures, schemas and data relationships to identify data issues . Working with SQL and Oracle reporting tools (eg Discoverer, SplashBI) to produce datasets, data quality reports . Collaborating closely with business SMEs and functional leads to investigate data defects, understand business context, and translate findings into actionable remediation steps. . Identifying data quality issues linked to Legacy processes, system configuration, or historical workarounds, and advising on remediation approaches that support future-state requirements. . Providing expert insight and problem-solving capability, ensuring complex data problems are addressed promptly to keep programme timelines on track. . Contributing to the knowledge transfer process by documenting technical insights, supporting process walkthroughs, and helping embed data expertise within permanent civil service roles.

5+ Years experience in Oracle data analysis and reporting with strong knowledge in Finance, Procurement and/or HCM modules . Excellent Oracle EBS Technical experience in SQL and ideally some knowledge of reporting tools eg Discoverer, SplashBI, etc . Experience across Oracle EBS HCM, Finance or Procurement modules, with HCM experience particularly desirable . Very good understanding of the Oracle EBS database, data structures and their relationships across modules . Highly personable and able to build relationships with business SME’s and work closely with other team members . Ability to analyse data, identify and discuss data quality issues relating business processes and system requirements . Strong problem-solving and analytical thinking abilities to provide knowledge and support working with SME’s on issue resolution . Hands-on experience of ERP data quality and data migration projects . Must be self-motivated with the ability to own, progress and provide status updates on tasks . Active SC clearance is preferred. Candidates who are eligible and willing to obtain SC clearance will also be considered
