The City of Seattle Finance and Administrative Service (FAS) Department has an exciting opportunity within the Accounting and Budget Services (ABS) Division for a Senior Management System Analyst to develop, implement and maintain financial systems to support budget development and reporting needs.
This position will maintain financial data and generate standardized financial reports that inform spending decisions and financial management for all FAS divisions and small department and executive offices (SDEOs). This position will also be responsible for preparing complex financial ad hoc reports based on business needs, leading the creation of new reporting options to support business units and supporting budget development. In this role, candidates will have the opportunity to strengthen financial stewardship and support strategic decisions that positively impact the organization and the communities we serve., * Serves as systems lead for the development of a system update by collaborating with developers and internal stakeholders to ensure successful implementation.
- Serves as budget systems administrator including providing maintenance, troubleshooting, and upgrades; and provides systems-related training to staff.
- Collaborates with budget and rates analysts in the development of all phases of the department’s annual operating budget and rate setting.
- Develops, validates, delivers, and maintains standard financial reports, dashboards, and queries in several financial systems; also creates ad hoc reports, utilizing multiple reporting platforms, that are clear, complete and user-friendly.
- Performs high-level financial analyses, including variance analysis, resource utilization, and position management.
- Ensures data integrity of reporting by consistent monitoring, testing, and auditing of the financial data.
- Assists the team in monitoring and reporting on key financial activities.
- Serves as liaison with financial staff, project managers, and FAS divisions to identify reporting needs and identify solutions. Supports customers by providing timely and accurate financial reports.
- Conducts additional duties related to systems operations and reporting, as assigned., This position is classified as a Senior Management Systems Analyst. It is Civil Service represented, FLSA non-exempt and is eligible for overtime. The full range for this step-progression position is $56.23 - $65.54.
Requirements
- Bachelor’s degree in finance, accounting, information systems or a related field. AND
- Three (3) years of experience in systems, operations, procedures, research, or analysis.
A combination of education and/or training and/or experience which provides an equivalent background required to perform the work of the class will be considered.
The most successful candidates will possess the following:
- Experience as a systems administrator with ERP software, such as Workday (Adaptive Planning), PeopleSoft, Oracle, etc.
- Ability to create and build standard and ad hoc reports.
- Expertise with managing and manipulating large datasets in Excel, including the use of SQL to extract, transform, and load (ETL) data from and to other systems.
- Strong data analysis and data modeling skills using advanced functions in Excel, including PowerQuery.
- Experience in creating visualizations and dashboards using tools such as Tableau or Power BI.
- Strong analytical and organizational skills, creative problem-solving and proven ability to work collaboratively, as well as independently. Ability to interface with diverse work force within City government and other entities.
- Familiarity with activity-based costing and internal cost recovery allocation processes.
- Working knowledge of government budget/accounting standards and principles.
- Excellent interpersonal, written, and oral communication skills, with the ability to present complex material to various audiences.
Work Environment This position requires a minimum of three days per week of onsite work. Alternative Work Arrangements and hybrid telework schedules for work conducted in a normal office environment may be considered and will be based on operational needs and consistency with City policies.
