Medicaid Solution Architect - Hybrid - Richmond, VA

SB International Inc. (DBA SBS-Corp) is seeking a senior Solution Architect to support the Virginia Department of Medical Assistance Services in the modernization of its Medicaid Enterprise System and implementation of a new Fiscal Agent Services technology solution., The Solution Architect will serve as the technical lead responsible for overseeing, governing and guiding the implementation of a new Fiscal Agent Services module within the Medicaid Enterprise System. The successful candidate will work with business stakeholders, program leadership, vendors and technical teams to ensure the solution aligns with Medicaid program objectives, CMS requirements, MITA maturity goals, federal modularity requirements and enterprise architecture standards., * Provide technical leadership for implementation of a new Fiscal Agent Services module within the Medicaid Enterprise System.

• Ensure architectural alignment with CMS guidelines, MITA maturity objectives, interoperability standards and federal modularity requirements.
• Lead architectural reviews and evaluate solution implementations for compliance with enterprise technical policies.
• Assess integration requirements across Eligibility and Enrollment, Provider Services, Third-Party Liability, Pharmacy, Data Warehousing and other Medicaid modules.
• Provide architectural guidance for APIs, system interfaces, data-exchange standards, security models and cloud-adoption strategies.
• Develop logical and physical architecture diagrams, data-flow documentation, integration patterns, technical roadmaps and related architectural artifacts.
• Collaborate with cybersecurity teams to ensure compliance with NIST, HIPAA and Virginia security requirements.
• Participate in technical governance, change-request reviews and solution-lifecycle decisions.
• Guide project managers, business analysts, developers, vendors and external partners throughout implementation.
• Ensure solutions are scalable, maintainable, secure and sustainable.

• Senior-level experience as a Solution Architect or Enterprise Architect.
• Experience supporting Medicaid Enterprise Systems, Fiscal Agent Services, Medicaid Management Information Systems or comparable public healthcare platforms.
• Strong understanding of CMS certification requirements, MITA, interoperability and federal modularity.
• Experience designing complex enterprise integrations, APIs and data-exchange solutions.
• Experience with cloud architecture, security architecture and enterprise modernization.
• Knowledge of NIST security controls, HIPAA and healthcare data-protection requirements.
• Experience producing architecture diagrams, integration patterns, data flows and technical roadmaps.
• Strong stakeholder-management, leadership, communication and documentation skills.
• Ability to work onsite in Richmond two days per week.
• Must be legally authorized to work in the United States and able to work on a W-2 basis., * Prior experience with a state Medicaid agency.
• Experience with Medicaid modules such as eligibility, enrollment, provider management, third-party liability, pharmacy and data warehousing.
• Experience overseeing vendor-delivered technology solutions in a regulated government environment.
