Senior Data Process Systems Analyst (Information Systems)

The mission of the City of Boston Assessing department is to accurately collect data, assess property at its full and fair cash value, and provide prompt and courteous service to the public. The Assessing department is a leader in municipal valuation and seeks to maintain that status by attracting talented, experienced staff to our core staffing. The Senior Data Processing Systems Analyst reports to the Director of Information Systems and serves as the department’s key technical resource responsible for the administration, support, enhancement, and continuous improvement of the Assessing department’s business applications, databases, and technical infrastructure. This position provides technical support for the Department’s Computer-Assisted Mass Appraisal (CAMA) system, Abatement/Exemption Workflow application, 3ABC Online Filing Application, and related enterprise systems. The analyst works closely with business users, vendors, and IT staff to improve business processes, modernize applications, ensure data integrity, support annual tax billing operations, and deliver reliable reporting and analytical solutions. The ideal candidate should have strong expertise in SQL Server, Microsoft Access, Excel, and data analysis, with the ability to translate business requirements into effective technical solutions while providing exceptional customer support. Application & Systems Management:

• Maintain, support, troubleshoot, and enhance the Assessing Department’s business applications, including the CAMA system, the Abatement/Exemption Workflow application, the 3ABC Online Filing Application, and any other mission-critical systems.
• Support application lifecycle activities including requirements gathering, configuration, testing, implementation, documentation, upgrades, and user training.
• Develop test plans, perform system testing, validate software enhancements, identify defects, and coordinate issue resolution prior to production deployment.
• Collaborate with software vendors, developers, database administrators, and City IT staff to implement new functionality, system integrations, and technology initiatives.
• Analyze departmental workflows and recommend technology solutions that improve efficiency, accuracy, and business processes.
• Provide advanced technical support to department staff and resolve application and system issues in a timely manner.

SQL Development, Reporting & Data Analysis:

• Monitor and maintain Microsoft SQL Server databases to ensure data integrity, reliability, and performance.
• Troubleshoot database, application, and data-related issues, and recommend improvements to enhance system performance and scalability.
• Design, develop, and maintain SQL queries, database objects, and automated processes supporting departmental operations.
• Develop recurring and ad hoc reports using SQL Server, Microsoft Access, Excel, and other reporting tools.
• Analyze large datasets related to property valuation, assessments, exemptions, tax billing, appeals, and departmental operations to support business decision-making.
• Develop statistical analyses and analytical reports supporting valuation studies, exemption programs, tax policy initiatives, and operational planning.

Assessing Data Projects:

• Support annual property tax billing for Real Estate, Personal Property, Motor Vehicle Excise, and Boat Excise by preparing data, validating calculations, resolving data issues, and supporting departmental users.
• Prepare, validate, and distribute assessment and tax data for public reporting, publications, and information requests.
• Support the Residential Exemption Compliance Program and other annual assessment initiatives.
• Generate reports, perform data analysis, and provide technical assistance to the Executive Secretary and departmental staff.

• Bachelor’s degree in computer science, information technology, or a related field; equivalent professional experience may be substituted.
• Four (4) years of full-time (or equivalent part-time) professional experience in systems analysis, database administration, application support, or a related information systems role.
• Demonstrated proficiency with Microsoft SQL Server, Microsoft Access, Microsoft Excel, and SQL development.
• Exceptional accuracy and attention to detail.
