NCDPI - Business Analyst- Mid Level

Facilitate and lead requirement-gathering sessions with finance, program, and IT teams.

• Analyze K 12 financial data, including budgets, allotments, expenditures, revenues, payroll, and grants.
• Translate business needs into clear functional requirements, user stories, system specifications, and business process documentation.
• Coordinate the design, testing, and implementation of new financial data systems, dashboards, and reporting tools.
• Develop and maintain business process flows, requirements traceability, data dictionaries, and user guides.
• Support compliance reporting by ensuring the accuracy and integrity of state and federal data submissions.
• Collaborate with developers and data engineers to ensure correct implementation of business rules and calculations.
• Identify process improvement opportunities and recommend solutions for enhanced efficiency and data quality.
• Provide training, knowledge transfer, and ongoing support to financial staff and end users.
• Serve as a liaison between business stakeholders and technical teams to ensure shared understanding and alignment.

Bachelor’s degree in Business Administration, Finance, Accounting, Information Systems, or related field.

• 5 8+ years’ experience as a Business Analyst, preferably in financial systems or the education sector.
• Strong understanding of financial data, accounting principles, budgets, and grants.
• Proficiency in SQL, Excel, and financial data analysis tools.
• Experience with ERP, data warehouses, or financial management systems.
• Exceptional documentation skills (requirements, user stories, test cases, process mapping).
• Excellent facilitation, communication, and stakeholder management skills.
• Familiarity with state or federal financial reporting requirements (preferably in education/K 12 sector).

• Preferred certifications: PMI-PBA, AgileBA, or equivalent. Preferred Skills:

• Experience with K 12 education finance (allotments, funding formulas, payroll, grants).
• Knowledge of NC DPI financial systems and reporting processes.
• Exposure to Snowflake, Oracle, or other cloud-based data systems.
• Familiarity with Agile/SDLC methodologies.
• Ability to work independently and manage multiple priorities. Location: Onsite in Raleigh, NC.
