PQC Technical Lead

We are seeking a senior consultant to lead the practical delivery planning for the organisation’s Post-Quantum Cryptography (PQC) programme.

This is not a research role. We require an experienced security architect who can translate NCSC expectations into actionable implementation plans, identify what needs to change across a complex technology estate, and provide clear direction to engineering teams responsible for delivery.

The consultant will be expected to develop realistic roadmaps, migration patterns, prioritisation approaches and technical guidance that enable delivery teams to execute PQC migrations with minimal operational risk.

WHAT YOU’LL BE DOING:

• Act as the organisation’s technical lead for PQC and cryptographic agility.
• Build practical migration plans aligned to NCSC milestones and business priorities.
• Lead discovery of cryptographic dependencies across applications, infrastructure, cloud, networks, PKI and third-party services.
• Identify quantum-vulnerable technologies and prioritise remediation using a risk-based approach.
• Create reusable migration patterns, reference architectures and implementation playbooks.
• Define how common scenarios will migrate, including certificates, TLS, authentication, digital signatures, VPNs and key management.
• Assess vendor readiness and challenge supplier roadmaps where required in conjunction with our Third-Party Risk Management (TPRM) team.
• Support engineering teams through design reviews, pilots and technical decision making.
• Produce executive-ready updates, investment recommendations and risk assessments.
• Simplify complex technical issues for senior stakeholders and governance forums., Expected Deliverables:
• Enterprise PQC strategy and roadmap.
• Cryptographic discovery and dependency assessment framework.
• Risk-based remediation and prioritisation model.
• Migration patterns and reference architectures.
• Vendor readiness assessments in conjunction with TPRM
• Technical implementation guidance for engineering teams.

• Extensive experience as a senior security architect, likely also with an engineering background, within a large enterprise environment.
• Proven delivery experience driving complex security or infrastructure transformation programmes.
• Strong understanding of:
• PKI and certificate management
• TLS and cryptographic protocols
• Key management and HSMs
• Identity and authentication platforms
• Cloud and hybrid infrastructure
• Experience developing enterprise roadmaps and implementation strategies.
• Strong stakeholder management and communication skills.
• Strong documentation skills, aligning documents to intended readers.
• Ability to influence multiple technology teams without direct authority.

Highly Desirable:

• Previous PQC or crypto-agility programme experience.
• Financial services or critical national infrastructure experience.
• Experience working with large application portfolios and customer-facing platforms.
• Familiarity with NCSC and NIST PQC guidance.
