Enterprise Architect / Data Task Lead

SAIC is seeking an XT Task Lead / EA Task Lead / Data Task Lead to serve as the Primary Point of Contact (POC) for the DC3 Information Technology (XT) Directorate under the DC3 TABO Task Order. This is a formally designated Key Personnel position per PWS Section 2.10.9.3.

The XT Task Lead will provide overall management and oversight of all activities performed by contractor personnel, including subcontractors, to satisfy the requirements identified in the PWS.

The lead will facilitate Government and Contractor communications, use industry-best standards and proven methodologies to track and document requirements and activities to allow for continuous monitoring and evaluation by the Government, and ensure all tasks are accomplished in accordance with the PWS.

The lead is responsible for the quality and efficiency of the Contractor’s performance and shall assist the Government with all financial and business processes of the PWS, excluding inherently Governmental functions.

This opportunity supports the DoD Cyber Crime Center (DC3) - a Federal Cyber Center that delivers cyber capabilities to law enforcement, cybersecurity, and national security partners across the government.

This is a fully onsite position (Linthicum, MD); REQUIRES a TS/SCI and PMP Certification.

The contract provides IT infrastructure, cloud/hybrid architecture, DevSecOps, data strategy, AI/ML, and cybersecurity support across DC3 facilities in Maryland, Texas, Alabama, and Japan. Contractor teams are directly responsible for building, maintaining, securing, and defending DC3’s global IT enterprise - from enterprise architecture and cloud migration to incident response and compliance with DoD cybersecurity frameworks - ensuring DC3 can continue its mission-critical cyber operations.

Key Responsibilities:

• Serve as the primary POC for the DC3 XT Directorate
• Provide overall management and oversight of all contractor personnel and activities
• Facilitate seamless communication between Government and Contractor teams
• Track and document all requirements and activities using industry-best standards for continuous Government monitoring and evaluation
• Ensure the quality and efficiency of the Contractor’s performance in meeting all PWS requirements
• Assist the Government with financial and business processes related to the contract
• Possess the authority to make binding decisions for the Contractor’s organization and proactively alert the Government to potential issues
• Lead enterprise architecture (EA) development, maintenance, and execution for DC3’s IT environment
• Oversee data strategy development and implementation, including data lakes, data governance frameworks, and modern data management approaches
• Support DevSecOps, Global Hybrid Cloud/Infrastructure, Information Management, Business Intelligence, AI/ML, and Operational Support tasks (Tasks 4-8)
• Manage transition-in and transition-out activities in coordination with the PM

Qualifications

Required Qualifications

• Active or eligible for Top Secret/Sensitive Compartmented Information (TS/SCI) clearance
• Project Management Professional (PMP) certification
• U.S. Citizenship required

Desired Qualifications

• Experience in enterprise architecture (EA) development and management in a DoD or IC environment
• Experience with hybrid-cloud and multi-cloud infrastructure (Azure IL4/IL5/IL6, AWS GovCloud)
• Experience with data governance, data lakes, Business Intelligence (BI), and Knowledge Management (KM) frameworks
• Experience with DevSecOps, CI/CD pipelines, Infrastructure as Code (IaC), and Configuration as Code (CaC)
• Experience with AI/ML model development, validation, and deployment in a DoD environment
• Familiarity with CADO-IS enterprise architecture frameworks and DoD data management standards
• Experience with DC3, AFDW, or similar DoD cyber mission organizations

Target salary range: $120,001 - $160,000. The estimate displayed represents the typical salary range for this position based on experience and other factors.
