Job description

The Technical Lead will own the detailed PACT solution design and technical implementation within the proposed State-hosted Microsoft Azure environment and coordinate application, integration, data, security, DevOps, performance, and production-support design. Key Responsibilities Lead detailed technical design and implementation of the PACT solution. Translate functional requirements into application, integration, data, and deployment designs. Ensure the architecture supports State-hosted Azure deployment. Lead design of case-management workflows, configurable business rules, reporting, alerts, referrals, care-plan functionality, and other PACT components. Define logical, physical, integration, data-flow, and deployment architecture with relevant technical SMEs. Design secure integration with State SSO using OAuth 2.0/OpenID Connect requirements. Ensure interfaces support open APIs and integration with third-party applications. Lead technical design for Medicaid enterprise, provider, HIE, Tribal, and other State integrations. Ensure scalability, performance, maintainability, monitoring, and operational support. Coordinate technical decisions with Security, Data/Interface, DevOps, and QA leads. Review code/configuration and enforce engineering standards. Requirements

10+ years of application/integration engineering with technical-lead or solution-lead experience. Strong Microsoft Azure and cloud-native/PaaS architecture experience. Healthcare/Medicaid/case-management application experience highly desirable. REST APIs, integration architecture, security, data architecture, and web-application expertise. HL7/FHIR and healthcare-interoperability experience preferred. Experience supporting SLED enterprise environments strongly preferred.
