Job description

We are seeking a proactive and detail-oriented Data and Compliance Officer to join our dynamic team. In this vital role, you will support the operational delivery of training on the contract in a manner which ensures compliance with legal and regulatory requirements and ensuring funding claims are completed in a timely and accurate manner to maintain contract viability. You are responsible for managing learner data and records systems, coordinating enrolment and onboarding processes and providing the management information that underpins effective governance and operational decision-making., Compliance and Data Management

  • Complete monthly ILR returns and records for eligible learners on ESFA systems, ensuring 100% on-time submission with full accuracy.
  • Collate monthly MI and KPI information for management and governance, including highlighting KPIs below expectations.
  • Manage overall project data and records, implementing and maintaining processes and systems to ensure accuracy, completeness and audit-readiness at all times.
  • Oversee compliance with government regulations related to funding, including auditing records to ensure data accuracy and regulatory compliance.
  • Contribute to and implement data governance policies, ensuring all data handling is in line with GDPR and the Data Protection Act 2018.
  • Ensure that processes and submissions follow current guidelines, with relevant policy changes tracked, implemented and communicated to the team promptly.
  • Support audit and regulatory inspections by stakeholders such as iCQ, the GLA and Ofsted, ensuring records are inspection-ready at all times.

Process and Systems

  • Set up and manage enrolment processes and systems such as Google Classroom and iCQ registration for learners to agreed timeframes.
  • Apply eligibility criteria and accept learners onto the programme against funding standards.
  • Coordinate learner IAG (Initial Advice and Guidance) sessions, supporting the tutor team with initial diagnostic checks of applicants.
  • Ensure risk assessments for all training sites are conducted, documented and updated in a timely manner.
  • Ensure trainer resources are distributed to the tutor team at least 48 hours prior to each training session.
  • Support onboarding of learners and collate information about ongoing delivery such as class registers and learner information.
  • Liaise with external stakeholders to ensure smooth onboarding and recruitment of learner cohorts.

Management Information and Reporting

  • Provide accurate mid-month and end-month forecasts to support operational and financial planning.
  • Track and record learner applications and contact throughout the learner journey.
  • Support the completion of the GLA Learner Survey, maximising response rates and ensuring timely submission.
  • Present MI data in a manner appropriate to various stakeholders, including management, governance and external funders., * Support robust recruitment and selection processes by accurately applying eligibility criteria and maintaining detailed records.
  • Monitor learner retention and flag at-risk learners to the tutor team within agreed timescales.
  • Record and track learner support needs identified at initial assessment, ensuring information is accurately reflected in learner records and communicated to the tutor team.
  • Identify and flag potential barriers to learning, including SEND, EAL needs and other vulnerabilities, supporting tutors and the safeguarding lead in putting appropriate adjustments and support in place.
  • Maintain accurate SEND and support need records for all learners, contributing to the organisation’s inclusive practice and ensuring data is available for reporting and audit purposes.
  • Support the safeguarding, EDI and Health and Safety requirements of working with publicly funded learners.
  • Train staff on compliance procedures and data management best practices where appropriate.

Requirements

  • Proven experience in data management, quality assurance, or compliance roles within a regulated environment.
  • Strong understanding of data privacy laws, industry regulations, and best practices for data security.
  • Demonstrated ability to conduct detailed audits, analyze complex information, and implement corrective measures effectively.
  • Excellent organizational skills with meticulous attention to detail in documentation and record-keeping.
  • Experience working with compliance frameworks such as GDPR, HIPAA, or ISO standards is highly desirable.
  • Familiarity with data management tools, audit software, or compliance tracking systems will be advantageous.
  • A background in quality assurance processes enhances your ability to uphold high standards consistently., * Knowledge of the educational and care sectors and relevant qualification standards.
  • Good digital and administrative skills, including proficiency in data management systems and tools.
  • The ability to collate information and present it in a manner appropriate to various stakeholders.
  • Excellent analytical and problem-solving skills.
  • Strong communication and interpersonal skills.
  • High level of accuracy and attention to detail in all aspects of data management and record-keeping.
  • Understanding of GDPR and data protection principles as they apply to learner records.

Relevant Skills and Knowledge

  • Experience of working with complex systems and managing a wide range of data to support strategic decision-making.
  • An understanding of the adult learning sector and its relevance to the qualifications offered.
  • Excellent time management skills and the ability to manage multiple deadlines simultaneously.
  • Understanding of Ofsted and other regulatory bodies in the education and care sectors.
  • An understanding of compliance procedures and financial management in a publicly funded context.
  • Experience of working with an Awarding Organisation.
  • Confidence in working with diverse cohorts and across a broad spectrum of needs.
  • Ability to adapt communication approaches for ESOL learners.
  • The ability to support tutor and management roles where necessary in a small team., * Qualification at Level 3 or above in business, education, data management or a related field.
  • 3 or more years of experience in compliance or data management roles.
  • Knowledge of education sector regulations and government funding requirements, or willingness to develop this knowledge.
  • Experience of completing ILR returns and working with ESFA systems.
  • Familiarity with GLA contract requirements and the learner cohort UCC works with., * compliance or data management: 2 years (preferred)
