Job description

The Project Manager leads MISS DIG 811 projects from initiation through completion, coordinating cross-functional teams and stakeholders so work keeps moving and finishes. Projects may be owned and delivered by Information Technology, or owned by another department that Information Technology builds, integrates, or supports; either way, the Project Manager leads delivery, keeps the business owner involved in requirements, decisions, testing, and acceptance, and carries the business analysis work delivery depends on. This is an independent individual contributor role: success means projects stay organized and moving, commitments are met or renegotiated before they slip, risks surface early, and documentation is complete enough for someone else to support and maintain what was delivered.

Role Responsibilities

This is a project management role that also carries the business analysis work needed to deliver projects. Responsibilities fall into four areas.

Project Delivery & Requirements

Lead and coordinate multiple projects from initiation through closeout - including projects Information Technology owns and projects owned by other departments that Information Technology delivers or supports - establishing scope, objectives, and completion criteria, keeping the business owner involved through testing and final acceptance, and managing closeout with documentation, handoff, and lessons learned.

Develop and communicate project plans, timelines, budgets, and resource needs; monitor progress, escalate risks, blockers, and budget or schedule concerns as they arise; and provide the Director of Information Technology a weekly written status update.

Gather, analyze, and document business and technical requirements with stakeholders, subject matter experts, and vendors; analyze workflows to identify improvement opportunities; and coordinate solution design, UAT, and implementation, confirming deliverables meet acceptance criteria before closeout.

Documentation & Stakeholder Engagement

Develop and maintain project documentation - plans, requirements, process maps, test plans, and user guides - and provide hands-on support for deliverables, including configuration, testing, and handoff documentation after the project closes.

Serve as the day-to-day point of contact for assigned stakeholders, members, and vendors, communicating status and next steps, coordinating outreach and training, and tracking vendor deliverables and contract milestones to resolution.

Performance Expectations

Performance is evaluated on consistent execution and follow-through: weekly written status updates; internal and external messages answered within one business day; milestones met on schedule or renegotiated before they slip; risks escalated as identified; and every project carrying a documented business owner, acceptance criteria, and a formal completion or handoff.

Work Schedule and Location

The position works on site at the assigned MISS DIG 811 office three to four days per week (remote work subject to business needs and manager approval), with occasional travel within Michigan for member meetings, training, and industry events, and availability during core business hours with reasonable flexibility for project needs.

Requirements

Bachelor’s degree in Business, Information Technology, Project Management, or a related field (or equivalent experience), plus three or more years of project management experience, including hands-on requirements gathering and business analysis, with demonstrated ability to manage multiple concurrent, cross-functional projects independently and with sound judgment.

Strong problem-solving, analytical, and communication skills, comfortable with direct stakeholder and vendor contact, and proficient with Microsoft 365 and project tools such as Jira, Confluence, Smartsheet, or Microsoft Project. Preferred: PMP, CAPM, or CBAP certification, and experience with GIS, utility locating or damage-prevention work, and municipalities or utility owners.
