Job description
The Balance of State Continuum of Care (BoS CoC) Data Analyst is responsible for coordinating the collection and management of CoC data for HUD-mandated reporting. This position assists the Program Manager and team in the use of data to inform CoC activities and system performance. The CoC Data Analyst will facilitate coordination among the HMIS data team, system performance monitoring, and programmatic team to ensure the collection, quality, and use of data are aligned to benefit the CoC and its partners. This position will take the lead on the Point-in-Time Count, Housing Inventory Count, Longitudinal System Analysis, and System Performance Measures to ensure timely, quality submission of these and all related reporting. Duties associated with this position may fluctuate depending on the needs of the continuum.
Requirements
- Bachelor’s degree AND at least two years of experience with homeless services programs
- Must be able to competently use the Microsoft Office Suite (Excel, Outlook, Word, PowerPoint)
- Experience in data entry, cleaning, reporting, analysis
- Experience in project management and planning, Preference will be given to applicants who in addition to meeting the agency specific minimum qualifications possess the following:
- Experience with using the ClientTrack Homeless Management Information System
- Knowledge of Housing and Urban Development reporting and reporting standards
- Experience with writing queries, SQL, and relational databases
- Strong experience with data tools and visualizations such as Excel, Power BI, Tableau, and/or R
- Experience with HUD CoC, ESG, and/or other federal funding programs
- Demonstrated experience with project facilitation, reporting, and communication
KNOWLEDGE, SKILLS & ABILITIES
- Knowledge of all pertinent Federal and State regulations
- Knowledge of homelessness and homeless services programs
- Knowledge of System Performance Measures as defined by HUD
- Knowledge of Longitudinal System Analysis as defined by HUD
- Experience transforming and analyzing data
- Strong attention to detail and focused deadline driven work
- Excellent organizational, analytical, written, and oral communication skills
- Critical thinking, with a high level of initiation, motivation, and enthusiasm
- Ability to manage multiple projects and timelines across contributing stakeholders
- Advanced communication skills, and the ability to communicate with all levels of management, staff, leadership, and external stakeholders
- Demonstrated ability to work with diverse community and organizational groups, Work is principally stationary, but the person in this position needs to occasionally move about inside the office to access file cabinets, office machinery, etc., and constantly operate a computer and other office equipment.
Must be able to remain in a stationary position 50% of the time.
Must be able to perform office-related duties.
Must be able to operate office equipment.
Must be able to establish and maintain effective working relationships with employees, tenants, and community agencies and other entities that provide services.
Must be able to perform essential job functions, with or without reasonable accommodation.
Must be able to perform essential job functions in an environment that will sometimes include increased levels of work-related stress.
Must maintain punctuality and attendance as scheduled., High school diploma/GED and one (1) year of experience required at the lower level Prgm Consultant 1 (GSP090) or any other combination of education and professional experience that provides the requisite knowledge, skills and abilities to successfully perform the job.
Benefits & conditions
- This position is currently designated as a hybrid (part in-office and part remote/telework) position.
- This position is exempt, knowing it may include hours which exceed eight hours in a day or forty hours in a week
- Intermittent travel required including air and car travel
- While performing the duties of this job, the employee will work primarily in a climate-controlled environment with minimal safety/health hazard potential
