Job description

Bull Bear Defense Solutions is a tribally owned, SBA 8(a)-certified federal IT and cybersecurity firm owned by the Ketchikan Indian Community. We deliver IT modernization, program management, and cybersecurity services to federal agencies, including the Department of the Interior. Our work directly supports programs that serve American Indian and Alaska Native communities.

The Opportunity BBDS is building a team to support the Department of the Interior, Indian Affairs, Office of Information Technology. As a Business Analyst, you will help programs understand how they work today and design how they should work tomorrow. You will turn stakeholder needs into clear requirements, user stories, models, and test cases that project teams can deliver against. This role suits someone who is equally comfortable leading a requirements session and building a backlog in Azure DevOps.

What You Will Do

  • Elicit, analyze, and document business and system requirements.
  • Map current, interim, and future-state business processes, and identify opportunities for improvement.
  • Write user stories, build story maps, and maintain prioritized backlogs in Azure DevOps.
  • Create process models, diagrams, and wireframes using MS Visio and similar tools.
  • Develop functional requirements, use cases, business glossaries, and other system documentation for technical and non-technical audiences.
  • Develop and execute test cases, scripts, test data, and acceptance criteria, and support user acceptance testing.
  • Build and manage Azure DevOps boards, dashboards, and test plans.
  • Support privacy and security documentation, including identifying PII, Privacy Threshold Analyses, Privacy Impact Assessments, and NIST SP 800-53 implementation statements.
  • Facilitate scrums, requirements workshops, focus groups, interviews, and knowledge transfer sessions.
  • Contribute to user interface design and usability testing.

Requirements

  • Five or more years of experience providing analysis services to management and technical staff.

Preferred

  • Bachelor’s degree in information technology, business, or a related field.
  • CBAP, CCBA, PMI-PBA, or Certified Scrum Product Owner certification.
  • Federal agency experience, particularly with the Department of the Interior or Indian Affairs.
  • Experience with Dynamics 365, Power Platform, or other SaaS/PaaS implementations.
  • Familiarity with privacy documentation (PIA/PTA) or the NIST Risk Management Framework.
  • Practical experience supporting project management office (PMO) operations, including planning, implementation, and reporting.
  • Knowledge of process improvement and business process reengineering methods.
  • Practical experience with configuration management, change management, and the ITIL framework.
  • Proven experience in activity and data modeling, developing modern business methods, and identifying best practices.
  • Working knowledge of the system development life cycle (SDLC).
  • Proven ability to review and analyze cost, schedule, and performance requirements.
  • Hands-on experience with requirements elicitation, user stories, and backlog management in Azure DevOps or a comparable tool such as Jira.
  • Proficiency with MS Visio and Microsoft Office, and experience writing and executing test cases.
  • Strong written and verbal communication and leadership skills.
  • Ability to pass a federal background investigation (NACI) and obtain a PIV credential.
  • Must reside within 50 miles Albuquerque, NM.
