Application Developer

• Support the planning, execution, and finalization of IT-related projects, ensuring assigned deliverables are completed within established deadlines and budget requirements under OSDH direction.
• Analyze and resolve complex system integration challenges in collaboration with external technical teams and other stakeholders.
• Work closely with business stakeholders to understand business pain points, functional requirements, system needs, and desired outcomes, and translate them into effective technical solutions.
• Participate in an Agile development environment, contributing to technical discussions, sprint activities, solution planning, development, testing, demonstrations, and continuous improvement.
• Review and contribute to technical designs and application solutions, ensuring alignment with business requirements, technical standards, security requirements, and system constraints.
• Design, develop, enhance, and support web applications and REST APIs using the .NET/ASP.NET technology stack.
• Develop and maintain user-interface components using React, Angular, and Node.js, as required by application architecture and project needs.
• Build, enhance, and support cloud-based applications using Microsoft Azure or other cloud platforms.
• Develop, integrate, consume, and support REST APIs and Web Services, including appropriate handling of XML, JSON, HTTP, SSL, and TCP/IP communications.
• Apply appropriate caching and performance optimization techniques to improve application responsiveness and front-end performance.
• Monitor application performance, identify bottlenecks, and implement improvements to enhance reliability, scalability, and response time.
• Develop and optimize SQL Server database solutions, including T-SQL queries, stored procedures, database optimization, and related data-access functionality.
• Utilize Git/source control and Azure DevOps workflows to support source-code management, development activities, collaboration, builds, and releases.
• Automate and improve development workflows and processes to increase efficiency, consistency, quality, and delivery speed.
• Conduct feasibility studies for proposed software applications and system modifications by evaluating requirements, technical restrictions, dependencies, and implementation considerations.
• Identify business requirements, technical requirements, system restrictions, integration dependencies, and potential implementation risks associated with proposed solutions.
• Implement application features based on approved requirements and technical designs and demonstrate completed functionality to business and technical stakeholders.
• Troubleshoot and resolve application defects, integration issues, performance problems, and other technical issues, implementing appropriate corrective solutions.
• Support application testing, validation, defect resolution, deployment, and release activities throughout the software development lifecycle.
• Maintain appropriate technical and application documentation to support development, integration, maintenance, troubleshooting, and future enhancements.
• Continuously learn and apply new coding languages, technologies, development frameworks, tools, and methodologies as required by OSDH initiatives.
• Collaborate effectively with technical teams, business stakeholders, external teams, and project stakeholders to ensure timely issue resolution and successful delivery of application development initiatives.

• Bachelor’s degree in Computer Science, Management Information Systems, or related field; OR 2 4 years of application development experience; OR equivalent combination of education and experience.

EDUCATION/CERTIFICATIONS NICE TO HAVE

• Bachelor’s degree in Computer Science, Management Information Systems, or related field; OR 2 4 years of application development experience; OR equivalent combination of education and experience.

WORK EXPERIENCE MANDATORY

• Application development experience with at least 2 of the following 3 areas: (1) Web/API development using .NET stack, (2) UI technologies such as React/Angular/Node.js, (3) Microsoft Azure or other cloud platforms. Experience with REST APIs, .NET, ASP.NET, React, Angular, Node.js, XML, JSON, SQL, Azure, Git, and Agile is required.
