Job description

Experience: 6+ years in GIS; experience with web, API, and database integration Role Purpose Design and validate the spatial logic required for BMP data quality and integration without carrying a full-time GIS resource across the project. The specialist ensures that latitude/longitude, locality, HUC12/VAHU6, Chesapeake Bay drainage, polygons/centroids, and related spatial determinations are implemented using defensible GIS methods and integrated cleanly with the web/data architecture., Review existing spatial datasets/services, coordinate systems, locality/FIPS/HUC12/VAHU6 reference data, and DEQ GIS patterns relevant to BMP Warehouse. Design spatial-validation logic for latitude/longitude validity, Virginia boundary checks, locality/HUC12 consistency, and automatic derivation of locality/HUC12 from coordinates. Define and validate spatial determination of Chesapeake Bay versus non-Bay drainage and partial-locality cases used to assign implementation qualifier codes. Support ingestion and storage of CGP footprint polygons, centroids, drainage/impervious acreage and jurisdictional/spatial attributes. Recommend appropriate spatial data storage/indexing/query patterns in SQL Server and integration approaches to DEQ GIS services/data sources. Work with the Lead BA and Data Lead to define precedence when supplied textual geography conflicts with derived spatial geography and to document exception handling. Develop/review GIS service calls, spatial SQL, geometry transformations, overlays/point-in-polygon operations, and performance-sensitive spatial queries as needed. Create test datasets covering valid/invalid coordinates, border cases, partial localities, mismatched HUC/locality values, missing coordinates, and polygon/centroid anomalies. Support integration/performance troubleshooting and verify spatial outcomes during UAT and production readiness. Document spatial data sources, assumptions, coordinate systems, derivation rules, dependencies, and operational support procedures.

Requirements

6+ years of GIS/spatial systems experience with production web or enterprise applications. Strong experience with ArcGIS/Esri technologies or comparable enterprise GIS platforms and spatial web services/APIs. Experience with point-in-polygon, spatial joins, coordinate/reference systems, geometry/polygon/centroid processing, and boundary-derived attributes. Experience using spatial capabilities in SQL Server or comparable relational databases. Ability to integrate GIS logic with APIs, .NET applications, and data-validation workflows. Strong data-quality mindset and ability to explain spatial precedence/edge cases to non-GIS stakeholders. Preferred Skills Experience with watershed/HUC datasets, environmental/water-quality systems, Chesapeake Bay geography, locality/FIPS relationships, or similar regulatory spatial data. Experience with ArcGIS REST services and performance optimization of spatial queries. Experience testing/validating spatial derivations used in regulatory submissions.
