Job description

Our client seeks a Principal Application System Analyst to support the State Health Plan initiative. The analyst will gather and elaborate requirements for API Connect workstreams, document APIs within the API Connect management tool, and create specifications for development teams. The role will influence design and deployment of complex enterprise solutions, ensure end-to-end traceability, and guide upstream and downstream impact assessments. The position will collaborate with Platform Integrations and Strategic Platform Engineering teams to deliver scalable outcomes that improve member and business value., * Gather requirements for API Connect development workstreams and document APIs in the API Connect management tool.

  • Create clear functional specifications for developers detailing updates, changes, and new components.
  • Facilitate and influence design, construction, deployment, and maintenance of complex technical solutions using design documents, gap analysis, business rules, data mapping, risk assessment, and traceability mapping.
  • Translate business requirements and rules into enterprise-oriented functional designs and system function points.
  • Conduct systems analysis to validate designs and perform or facilitate reverse engineering when required.
  • Prioritize requirements through negotiation, release planning, and systems analysis techniques.
  • Ensure end-to-end traceability and manage upstream and downstream impacts of proposed changes.
  • Maintain detailed knowledge of systems, applications, and components to support broad and complex solutions.
  • Serve as a subject matter expert for systems analysis and process design and advise on alternative technologies.
  • Review artifacts from Business Analysts, Architects, and Developers to ensure end-to-end product quality.
  • Support portfolio goals by assessing solutions for phased production releases and managing technical synergies and conflicts.
  • Participate in scope and implementation strategy planning, including iterative phasing for design and deployment.
  • Communicate impacts, risks, and gaps across technical and non-technical audiences.
  • Coordinate team efforts to define, analyze, and develop enterprise solutions and mentor less experienced staff.

Requirements

Due to client requirements, applicants must be willing and able to work on a w2 basis. For our w2 consultants, we offer a great benefits package that includes Medical, Dental, and Vision benefits, 401k with company matching, and life insurance., * 10+ years of related experience, including recent hands-on work with API Connect and DataPower in the last five years.

  • Background transitioning from developer to analyst with strong communication skills.
  • Healthcare, health plan, or insurance industry experience preferred.
  • Prior BCBS experience is a plus., * Bachelor’s degree or advanced degree preferred. In lieu of a degree, 10+ years of related experience will be considered.

Skills, experience, and other compensable factors will be considered when determining pay rate. The pay range provided in this posting reflects a W2 hourly rate; other employment options may be available that may result in pay outside of the provided range.
