Job description

The Medication to Manage Problematic Sexual Arousal (MMPSA) service is a health-led initiative, underpinned by a joint commitment from His Majesty’s Prison and Probation Service (HMPPS) and the National Health Service (NHS), which reflects the shared responsibility for addressing and supporting the complex needs of individuals who experience problematic sexual arousal. The service combines pharmaceutical interventions with psychosocial support to address sexual preoccupation (i.e. excessive focus on sexual thoughts, fantasies or desires) and problematic sexual arousal (e.g. hypersexualised behaviour, problematic masturbation, or harmful sexual interests).

This role offers a unique opportunity to shape the data management and quality assurance of the MMPSA service. Sitting within the wider OPD Pathway Evidence team, the role will involve working with key programme team members within HMPPS and NHS, as well as developing strong relationships with service providers.

The role will involve supporting services with data collection, ensuring appropriate information governance, implementing data quality monitoring processes, supporting in the development of MMPSA quality standards and collating data to analyse nationally.

Overview of the job

The job holder will report to the Offender Personality Disorder Programme Pathway Research Manager (HMPPS central team).

They are responsible for ensuring and developing the quality of OPD data, which in turn shapes how the National OPD Team continues to provide a relevant, useful and effective service., The post holder is responsible for ensuring and developing the quality of OPD data, working with data contractors, the joint OPD teams in HMPPS and NHS England, service providers (HMPPS, NHS, voluntary sector organisations and others), and service users.

They are responsible for developing and communicating data processes such as changes to the Offender Management in Custody (OMiC) model, and they are responsible for coordinating the administration network and training events. Finally, they will contribute towards the development of data and administration systems across the pathway.

Responsibilities, Activities and Duties

The job holder will be required to carry out the following responsibilities, activities and duties:

DATA QUALITY IMPROVEMENT

  • Support the introduction of new quality standards measures, assisting, guiding and checking accuracy of data for services when migrating over to new ways of reporting.
  • To work closely with OPD data contractors on continuing quality improvement and with the implementation of new reporting templates and systems, ultimately providing more accurate, meaningful data.
  • Coordinate the OPD admin network, setting up meetings, identifying training needs and administering training for data completion.
  • Develop and maintain guidance to assist services with data entry and completion.
  • To implement ‘data champion’ roles across the OPD data network, as part of a more coordinated approach to data recording and quality.
  • Explore and act on ways to improve OPD data quality, including the potential of migrating intervention services to system based processes.
  • Develop and assist in the production of OPD data process maps, and provide technical support to stakeholders, such as for the Offender Management in Custody (OMiC) model.
  • To work collaboratively and build supportive professional relationships with colleagues from NPS and health organisations.
  • Developing a ‘whole systems’ knowledge of OPD pathway data, across prison and probation and what reliable data can be used to link to programme outcomes.

DATA ANALYSIS TO INFORM IMRPOVEMENT

  • Providing data extracts, as requested, to support business delivery.
  • Act as an account manager to support analytical requests.
  • Support internal and external projects with data requests, whilst ensuring compliance with data compliance.
  • Use all available data to identify emerging trends across the pathway to support commissioning decisions and to identify and make recommendations for improvement.

INFORMATION MANAGEMENT

  • Ensure that information management needs are met in order to enable effective data sharing and monitoring of quality.
  • To acquire the knowledge and expertise on the complex relationship and sharing agreements needed for a joint health and justice programme. To be able to assist others and give advice on information sharing.
  • To provide assistance with information sharing guidelines, identifying solutions as appropriate.

REPORTING

  • The post reports to the Research Manager of the Offender Personality Disorder Programme, in Rehabilitation System & Change Group, Safety and Rehabilitation Directorate.

This is an informal, non-contractual form of flexible working that blends working from your base location, different MoJ sites and / or from home (please be aware that this role can only be worked in the UK and not overseas). Some roles will not be suitable for Hybrid Working. Similarly, Hybrid Working will not suit everyone’s circumstances. Arrangements will be discussed and agreed with the successful candidate(s) and subject to regular review.

For nationally advertised roles, the successful candidate(s) will be appointed to a MoJ office location, which may include their nearest Justice Collaboration Centre or Justice Satellite Office. This will be discussed and agreed on the completion of pre-employment checks.

Some of MoJ’s terms and conditions of service are changing as part of Civil Service reform. The changes will apply to staff joining MoJ who are new to the Civil Service. Staff joining MoJ from other civil service employers will transfer onto the new MoJ terms if they are already on ‘modernised’ terms in their current post or onto ‘unmodernised’ MoJ terms if they are on ‘unmodernised’ terms at their current post. Details will be available if an offer is made.

Standard full time working hours are 37 hours per week excluding breaks which are unpaid. HMPPS welcomes part-time, flexible and job-sharing working patterns, where they meet the demands of the role and business needs. Essential Experience

  • Experience of developing systems to ensure data and analysis meet an appropriate level of quality assurance.
  • Knowledge of quantitative data/analytical skills will be required for the role, including data cleansing skills and formula to build in data checking processes, descriptive statistics, data presentation skills.
  • Excellent knowledge of prison and probation data management systems. An in depth knowledge of nDelius is essential.

Technical Requirements

  • Strong Excel skills are essential - at a minimum, the post holder must be confident using formulas in Excel and producing databases, pivot tables and summary tables is essential.

Ability

  • Able to identify and resolve issues with data processing, recording and quality.
  • IT literacy with good knowledge of MS Office products (Word, Excel, PowerPoint, Outlook).
  • Interrogate various data sources to ensure accuracy, across community and custody.
  • Able to identify and respond to the different needs and issues surrounding data, both from the central team and from service providers.

Benefits & conditions

The national salary range is £41,197- £45,316, London salary range is £44,629 - £50,534. Your salary will be dependent on your base location, Annual Leave

-The holiday year runs from 1 March. If you work a non standard work pattern your leave entitlement may be expressed in either hours or days as appropriate. Leave entitlement is calculated on a pro-rata basis and you will be advised of your actual entitlement on appointment. If you were appointed internally and your leave was previously calculated in days, this will continue to be the case.
