Job description

Under the general direction of Associate Vice Provost for Institutional Research and Effectiveness (IRE), the Programmer Analyst will manage information systems for IRE. The position will design and manage databases, extract data from university information systems, develop queries and reports, design web sites, and support data collection. This position will develop specialized research datasets in response to queries from university leadership. This position supports IRE’s core activity of capturing, analyzing and interpreting data on academic programs, students, faculty, staff and other vital information for university decision-making. The Programmer Analyst will play a key role in efforts to streamline reporting and improve data integrity across the university, providing timely and useful studies., * Create and modify SQL programming scripts, views, materialized views, procedures etc. needed for maintenance, report writing, data extracts, and application development., * Meet with users to determine data and reporting requirements. Report writing using various systems and tools, including but not limited to Power BI, Banner Operational Data Store, PL/SQL Developer, and IBM Cognos., * Design, test, implement and maintain web applications., * Support and enhance outcomes assessment, institutional accreditation, and internal and external reporting functions of the IRE office to support university decision-making., * Handle service requests submitted to IRE., * Perform other duties as necessary., While performing the duties of this job, the employee is frequently required to use hands to operate a PC in the performance of job duties, and talk or hear. The employee is regularly required to sit, and reach with hands and arms, and occasionally required to stand, walk, stoop, and smell. The employee must occasionally lift and/or move up to 15 pounds. This range considers various factors in making compensation decisions, including but not limited to experience, skills, knowledge, abilities, education, licensure and certifications, and other business and organizational needs. The Expected Pay Scale is defined as the budgeted salary or hourly range that the University reasonably expects to pay for this position. Requirements

Individuals must possess the following knowledge, skills, and abilities or be able to explain and demonstrate that the individual can perform the essential functions of the job.

Knowledge of:

  • Advanced knowledge of SQL with at least 2+ years of Oracle development.
  • Oracle RDBMS with an understanding of the Oracle architecture, structures, and functionality.
  • Database concepts, including entity relationship diagrams, data flows, and data normalization.
  • Advanced knowledge of gathering and analyzing business requirements for web application design and development.
  • Web technology, including web performance analysis and load testing.
  • Report development concepts, tools, and best practices for creating effective data-driven reports and dashboards.

Skill:

  • Strong interpersonal and communication skills, with the ability to collaborate effectively as part of a team.
  • Excellent problem solving and logic skills with the ability to work independently.
  • Exceptional attention to detail and commitment to data integrity.
  • Strong work ethic.

Ability to:

  • Stay current with evolving database technologies, enterprise applications, cloud services, business intelligence tools, and higher education technology trends through continuous learning and professional development.
  • Stand and/or sit and continuously perform essential job.
  • Demonstrate a commitment to working in an organization that values and promotes humanism.

Required Qualifications Education:

  • Bachelor’s degree in computer information systems, Business Information Systems, or Computer Science, or related field from an accredited academic institution.

Experience or Training:

  • 3-5 years of experience in a similar position, or combination of academic and work experience.
  • Experience with Oracle or similar relational database management systems.
  • Experience with Ellucian Banner, Ellucian Operational Data Store, IBM Cognos Analytics, PL/SQL Developer, WordPress, Microsoft PowerBI, HTML and Javascript is strongly desired.
  • Experience with developing executive dashboards.
  • Experience working with APIs, JSON, or web services.

Special Requirements, Licenses, and Certifications:

  • Ability to travel for work-related meetings, training, conferences or events as needed.

Preferred Qualifications Experience:

  • Experience with Microsoft 365 technologies.
