Job description

Duties Description The SIGNAL System Unit Coordinator (Business Systems Analyst 1 Health) serves as a full-performance business systems analyst for the Strategic Incident & Geospatial Notification, Analytics, and Logistics system, known as SIGNAL, the Division’s statewide emergency management information environment. SIGNAL includes Juvare WebEOC, EMResource, EMTrack, and related applications, dashboards, data exchanges, and integrations used to support health and medical preparedness, facility incident reporting, statewide situational awareness, incident notifications and information exchange, resource coordination, patient and asset tracking, planned-event operations, and emergency response.

Working under the general direction of the SIGNAL System Unit Manager, the coordinator conducts business systems analysis and supports the design, configuration, testing, implementation, reporting, training, and continuous improvement of SIGNAL capabilities. The position works with the State Medical Operations Coordination Center, State EMS Task Force, Division emergency management programs, Department partners, health care facilities, EMS providers, local health departments, emergency management organizations, information technology staff, vendors, and other authorized system users. Work involving regulatory programs is limited to emergency management functions or information needed for preparedness and response and does not include administration of routine licensing, certification, investigation, or enforcement systems.

The position performs the full range of business systems analysis activities for multiple interrelated emergency management applications, workflows, data sets, reports, integrations, and user groups. Assignments require the coordinator to select and apply appropriate analytical techniques; evaluate current and proposed business processes; elicit and reconcile differing stakeholder requirements; translate emergency management needs into functional requirements, data specifications, workflows, reports, and acceptance criteria; and assess how proposed changes may affect downstream processes, notifications, data quality, access permissions, reporting, and system integrations. The coordinator independently completes assigned analyses and implementations within approved SIGNAL governance, configuration, security, documentation, and change-management standards and refers significant policy, system architecture, cybersecurity, contractual, or enterprise-priority matters to the SIGNAL System Unit Manager.

Errors in requirements, configuration, testing, data definitions, reporting, or implementation may result in incomplete or misleading situational awareness, delayed incident reporting or notifications, inaccurate facility, patient, or resource information, disrupted emergency management workflows, inappropriate access to sensitive information, or reduced system effectiveness during an incident. The work requires sound judgment to balance operational urgency, stakeholder needs, data quality, usability, information protection, continuity, technical feasibility, and long-term system sustainability, including during emergency activations when requirements and priorities may change rapidly. The coordinator exercises ownership and accountability for assigned business systems analysis activities and for the accuracy, quality, completeness, and timely delivery of associated work products.

Major Functions and Associated Duties:

Emergency Management Business Process Analysis and Requirements Development Conducts full-range business systems analysis for assigned SIGNAL initiatives and enhancements supporting statewide health and medical emergency management; Elicits business, functional, data, reporting, access, and user requirements through interviews, facilitated work sessions, observation, surveys, document review, analysis of exercises and actual incidents, and review of existing system use; Maps and documents current or “as-is” processes and develops proposed future or “to-be” process models for facility incident reporting, status reporting, situational awareness, incident notifications, resource requests, patient and asset tracking, deployment coordination, planned-event support, and related emergency management functions; Identifies business-process deficiencies, duplicated activities, data gaps, inconsistent practices, control weaknesses, and opportunities for standardization, automation, or improved information exchange; Develops business cases, business requirements documents, functional specifications, use cases, process diagrams, data definitions, validation rules, notification requirements, report specifications, role requirements, and acceptance criteria; Analyzes requested changes to determine the underlying business need, affected users, operational impact, dependencies, constraints, risks, and alignment with approved SIGNAL governance and emergency management objectives; Reconciles differing stakeholder requirements and recommends process, configuration, reporting, training, or procedural solutions to the SIGNAL System Unit Manager; Maintains requirements traceability, decision records, and controlled documentation throughout the system development and implementation life cycle.

Emergency Management Data Quality, Reporting, and Performance Analysis Develops, configures, or specifies routine and ad hoc reports, dashboards, maps, data visualizations, alerts, extracts, and performance measures supporting statewide situational awareness, health care preparedness, incident management, resource coordination, patient tracking, response operations, and executive decision support; Applies approved data definitions, reporting conventions, validation rules, source-system responsibilities, and quality-control procedures to information collected, processed, displayed, or exchanged through SIGNAL; Monitors data completeness, consistency, accuracy, timeliness, workflow completion, and system utilization to identify configuration, process, integration, training, or user-support needs; Investigates data discrepancies by tracing information through forms, workflows, reports, dashboards, interfaces, and source systems and coordinates corrective action with the appropriate business owner, system administrator, vendor, or technical staff; Analyzes system use, reporting participation, data-quality trends, workflow performance, and recurring deficiencies and prepares findings and recommendations for the SIGNAL System Unit Manager; Supports the development and modification of approved data exchanges and system integrations by documenting business rules, source and destination fields, mappings, triggers, validation requirements, error conditions, and expected outputs; Validates integration results and automated data flows to verify that exchanged information satisfies the approved emergency management purpose and maintains data integrity; Maintains data dictionaries, metadata, report specifications, dashboard documentation, recurring reporting schedules, and quality-assurance records; Handles sensitive facility, operational, resource, and patient-tracking information in accordance with Department policies and approved access and information-handling standards.

User Readiness, Functional Support, and Emergency Operations Support Provides functional assistance to authorized internal and external SIGNAL users by analyzing reported issues and determining whether they arise from business processes, application configuration, data, functional access, training, system use, or technical conditions; Resolves functional issues within assigned authority and coordinates infrastructure, account, cybersecurity, programming, integration, or vendor-product issues with the appropriate technical administrator, information technology staff, or vendor support resource; Defines business requirements for user roles and permissions and validates that proposed access supports approved emergency management functions, separation of duties, and information-protection requirements; Develops and maintains user guides, standard operating procedures, job aids, frequently asked questions, training presentations, exercises, demonstrations, and other instructional materials; Conducts training for Division staff, Department partners, health care facilities, EMS agencies, local health departments, emergency management organizations, and other authorized users; Coordinates user-readiness and change-management activities for new workflows, system enhancements, upgrades, reports, and data requirements; Collects and analyzes user feedback, support requests, system-use patterns, and recurring questions to identify enhancement, communication, documentation, or training needs; Supports exercises, planned events, emergency activations, and continuity operations by implementing approved incident-specific forms, boards, workflows, displays, notifications, reports, dashboards, and user-access requirements; Monitors SIGNAL functionality, workflow completion, and data flow during assigned emergency-support periods and promptly escalates issues that may affect situational awareness, incident notifications, patient or resource tracking, or response coordination; Documents system-related observations and lessons learned and develops recommendations for configuration, workflow, reporting, documentation, training, or procedural improvements following exercises and activations., Four years of business analysis experience in a large health care facility, health related governmental entity, health insurance company, large health care provider organization or employer, or with the New York State Medical Assistance (Medicaid) Program in a New York State agency or a New York State local social services district or county, which includes: eliciting requirements as the foundation for the solution to the organization’s business needs; identifying solutions aimed at improving the efficiency and effectiveness of the system, business process, or product or service to fulfill the business requirements; describing in a written document what the system, process, or product service must do in order to satisfy the established business requirements; validating requirements throughout the product or system development life cycle (SDLC); and developing test plans and logical designs, testing the scenarios, reviewing test results, identifying constraints and risks, or communicating with stakeholders.
