Java Developer/Programmer - Senior (Java / Oracle / API Integration)

Changing Technologies, Inc. (CTI) is hiring a Senior Java Developer for the North Carolina Department of Environmental Quality (NCDEQ). You will provide advanced Java development support for the U.S. EPA’s Safe Drinking Water Information System (SDWIS) and its migration to the Drinking Water State-Federal-Tribal Information Exchange System (DW-SFTIES). You will keep the current SDWIS application running while you drive the development and integration work needed for the move to DW-SFTIES.

What You Will Do

• Provide day-to-day operational support for the SDWIS application, including troubleshooting, defect resolution, and performance monitoring
• Support the technical migration from SDWIS to DW-SFTIES, including data conversion, application redevelopment, and system integration
• Design, develop, modify, and maintain Java application code to EPA standards and project requirements
• Build, consume, and modify APIs that connect SDWIS, DW-SFTIES, and related external systems
• Write, optimize, and troubleshoot advanced Oracle queries, procedures, and data structures
• Work with project stakeholders, technical leads, and EPA personnel to keep operations running and hit migration milestones
• Document technical processes, system changes, and development work for knowledge transfer
• Troubleshoot and resolve complex issues across the application stack

• 5+ years designing, building, and maintaining enterprise-level Java applications
• 5+ years of advanced Oracle work: complex query development, performance tuning, and data structure design
• 5+ years creating, consuming, and modifying APIs for system-to-system integration
• 5+ years migrating legacy applications to new platforms, including data conversion and system cutover planning
• 5+ years working across requirements, design, development, testing, and deployment
• 5+ years supporting live production systems, including defect diagnosis and resolution under time pressure

Nice to Have

• Experience with AI-assisted development tools such as GitHub Copilot, ChatGPT, or Claude
• Dashboard development with Power BI or Tableau
• Excellent written and verbal communication
• Strong troubleshooting and analytical skills, * Java development: 5 years (Required)
• Oracle database development: 5 years (Required)
• API development and integration: 5 years (Required)

• Fully remote; you must work from within the United States
• Full-time, 40 hours per week, Monday through Friday
• Contract through October 8, 2027
• Interview: webcam or in person

Work Authorization

• Must be authorized to work in the United States for the duration of the assignment

• This is a W2 engagement only. We do not work with 1099 or Corp-to-Corp (C2C) arrangements, and third-party or agency submissions will not be considered
