Sr. IT Project Manager - Project/Program

We are seeking an experienced Delivery Leader to oversee the development, maintenance, testing and implementation of a large-scale healthcare system supporting State Medicaid clients. This role provides delivery leadership across multiple teams, ensuring high-quality, compliant solutions for an established Commercial Off-The-Shelf (COTS) healthcare product. The Delivery Leader will partner closely with stakeholders across the organization (managers, operations stakeholders, business analysts, developers, testers and infrastructure persons) to ensure consistent delivery, effective processes, and successful onboarding of new State Medicaid customers., * Serve as the point of contact and client interface for project technology related issues.

• Manage project expectations, evaluate project needs, and communicate with stakeholders to ensure that program needs are met with respect to urgency and priority.
• Develop trust, credibility, and strong client relationships; seeks opportunities to add value to internal and external client initiatives.
• Review all project deliverables to ensure quality and accuracy meet project, stakeholder, and contractual standards.
• Execute all project management functions including; work breakdown and cost estimation, scheduling, monitoring and tracking of technical progress against the defined timetables and budgets, and staff assignment and development.
• Lead and direct the successful delivery of application development, systems integration, infrastructure, and product installation/customization services while ensuring that assigned projects adhere to the approved life cycle work patterns, standards, and procedures for solution delivery.
• Define and implement development plans for assigned projects.
• Typically responsible for providing guidance, coaching, and training to other employees within job area.
• Ensure staff is knowledgeable on the applications and technologies in use on the project and that project team understands and follows processes and procedures.
• Provide detailed direction during various stages of the lifecycle to include requirements analysis, testing, and potentially programming support.
• Identify and assess new functional capabilities supporting engineering change proposals and additional follow on work.
• Identify, track, manage, and communicate risks and issues with stakeholders and upper management.
• Coordinate, prepare, and manage technical presentations and functional demonstrations to internal and external stakeholders.

• Bachelor’s degree in relevant field of study and 7+ years of relevant professional experience required, or equivalent combination of education and experience., * Bachelor’s degree in computer science, Information Systems, or a related field (or equivalent experience)
• 10+ years of experience in software delivery with 5+ years in technical leadership or management roles
• Proven experience overseeing delivery for enterprise healthcare systems, preferably Medicaid-related
• Expert interpersonal, verbal, and written communication skills and ability to present complex concepts to customer and executive audiences
• Experience managing and supporting matrixed teams
• Advanced knowledge of MS Project and other project management tools
• Strong understanding of:
• Software development lifecycle (SDLC)
• Requirements gathering and verification
• Release and change management
• Application maintenance and defect remediation

Preferred Qualifications

• PMP certification
• Experience supporting state Medicaid agencies or healthcare payers
• Familiarity with provider enrollment, eligibility, claims, or care management systems
• Background collaborating with distributed or multi-vendor teams
