Senior Project Manager- Software Implementation

• Candidates must be available to report onsite for Day 1 activities
• Light in-state travel (10-20%)
• Contract through June 30, 2027, with potential extension

Key Responsibilities - Project Leadership & Delivery

• Lead software implementation projects through planning, execution, deployment, operational transition, and closure.
• Develop and manage project charters, integrated project plans, schedules, resource allocations, budgets, and deliverables.
• Oversee implementation readiness activities including testing, deployment planning, cutover coordination, and transition to support teams.
• Manage project scope, risks, issues, dependencies, assumptions, decisions, and change requests.
• Establish governance structures, escalation procedures, performance measures, and project controls.
• Monitor project performance and provide clear status reporting to leadership and stakeholders.

Stakeholder & Vendor Management

• Coordinate internal teams, external partners, vendors, contractors, and subject matter experts.
• Facilitate project meetings, workgroups, steering committees, and executive updates.
• Communicate project impacts, risks, decisions, milestones, and implementation progress to stakeholders at all levels.
• Manage vendor performance, deliverables, service levels, implementation schedules, and contractual obligations.
• Build and maintain strong working relationships across business and technology functions.

Software Implementation & Organizational Readiness

• Lead software deployment and rollout activities, ensuring successful adoption and operational readiness.
• Coordinate user acceptance testing, training plans, communication strategies, and go-live support activities.
• Support organizational change management efforts, including stakeholder engagement and end-user readiness.
• Ensure alignment between business requirements, technical solutions, and operational objectives.
• Drive continuous improvement opportunities related to systems, data practices, reporting, and service delivery.

Compliance & Operational Excellence

• Ensure projects meet security, privacy, regulatory, accessibility, and operational requirements.
• Coordinate reviews and approvals involving compliance, legal, procurement, governance, and security teams.
• Support projects involving complex regulatory requirements, external reporting, and multi-stakeholder governance structures.
• Develop and improve project management standards, methodologies, templates, and best practices.

This is a highly visible role requiring strong leadership, communication, risk management, and execution skills. The successful candidate will work independently while partnering with leadership, business stakeholders, technical teams, vendors, and subject matter experts to deliver critical technology and data-focused initiatives., * 10+ years of experience managing complex software implementation, deployment, or technology transformation projects.

• Extensive experience leading software rollout initiatives, including planning, testing, deployment, operational transition, and adoption activities.
• Strong project management expertise with integrated schedules, dependency management, risk mitigation, issue resolution, and governance oversight.
• Proven ability to manage multiple workstreams and coordinate cross-functional teams.
• Experience providing executive-level communications, status reporting, and stakeholder management.
• Demonstrated success managing third-party vendors, consultants, and implementation partners.
• Ability to work independently and effectively manage competing priorities in a fast-paced environment.

Preferred Qualifications

• Experience with organizational change management, communication planning, training coordination, and adoption readiness.
• Experience managing vendor-delivered software deployments or large public-sector technology projects.
• PMP certification or equivalent project management training.
• Bachelor’s degree in Project Management, Business, Information Technology, Public Administration, or a related field. Equivalent experience leading complex software implementations will also be considered.
