Job description

Digital Strategy LLC is seeking a Senior Technical Program Manager to lead integrated execution on a U.S. Department of Energy (DOE) data and analytics modernization engagement. The client is transitioning from an on-premises SQL Server and SSIS data warehouse to an enterprise cloud data platform built on AWS-hosted Databricks.

This is a senior, client-facing consulting role focused on cross-functional technical coordination, program execution, and delivery leadership rather than people management or day-to-day engineering ownership. You will translate client priorities into actionable plans, coordinate parallel technical workstreams, manage dependencies and risks, and ensure that business and technical decisions result in successful delivery.

You will work closely with product owners, business stakeholders, data architects, platform administrators, data engineers, analysts, BI developers, and federal client personnel. You will have the authority to drive program-level execution decisions and resolve cross-team delivery issues within established product priorities and technical guardrails.

The role requires strong technical judgment, but not deep hands-on Databricks engineering expertise. You must understand modern data architecture, integration, modeling, security, and analytics well enough to engage technical teams, recognize downstream impacts, evaluate trade-offs, and communicate effectively with technical and non-technical stakeholders.

You will also leverage AI-assisted tools and automation to improve planning, coordination, documentation, and program delivery while maintaining appropriate validation and human accountability., Program Planning and Execution

  • Translate client priorities, product direction, technical constraints, and delivery commitments into integrated execution plans across multiple workstreams.
  • Coordinate milestones, ownership, sequencing, resource dependencies, handoffs, and delivery commitments across technical and business teams.
  • Identify risks, blockers, capacity conflicts, and competing priorities early; develop mitigation strategies and drive issues through resolution.
  • Facilitate timely decisions by presenting alternatives, technical constraints, delivery impacts, and recommended actions.
  • Establish effective delivery cadences and maintain visibility into program progress without introducing unnecessary administrative overhead.

Technical Coordination and Modernization

  • Coordinate with architects, engineers, platform administrators, and BI teams to ensure technical decisions align with delivery schedules and business outcomes.
  • Participate in discussions involving data architecture, source integration, data pipelines, Medallion architecture, data modeling, semantic layers, business intelligence, security, and AI-enabled analytics.
  • Coordinate dependencies with the DOE Databricks platform team involving environments, connectivity, access controls, security, deployments, and release sequencing.
  • Translate technical constraints and architectural decisions into clear implications for program scope, risk, cost, sequencing, and delivery commitments.
  • Support delivery practices consistent with federal security, governance, auditability, and separation-of-duties requirements.

Client Engagement and Stakeholder Communication

  • Serve as a trusted delivery advisor to federal stakeholders, helping translate business priorities and technical complexities into actionable decisions and achievable outcomes.
  • Communicate program status, risks, dependencies, resource constraints, and recommended actions clearly to technical teams, client stakeholders, and Digital Strategy leadership.
  • Manage delivery expectations through transparent communication, sound judgment, timely escalation, and reliable follow-through.

Continuous Improvement and Delivery Efficiency

  • Maintain practical program management artifacts, including integrated plans, dependency trackers, risk registers, decision logs, and executive summaries.
  • Apply Agile and iterative delivery practices to support coordinated planning, execution, and continuous improvement.
  • Leverage AI-assisted tools, automation, and reusable templates to streamline reporting, improve decision tracking, reduce administrative effort, and strengthen delivery effectiveness., * Location: Remote, supporting a Washington, D.C.-based client. Core collaboration hours are 9:00 a.m.-5:00 p.m. Eastern. Eastern and Central schedules are generally most convenient, although applicants across U.S. time zones may be considered.

Requirements

  • 8+ years of experience in technical program management, technical delivery management, technology consulting, or data and analytics delivery, including significant responsibility for complex cross-functional initiatives.
  • Bachelor’s degree in Information Systems, Computer Science, Engineering, Data/Analytics, Business, or a related field, or equivalent professional experience.
  • Prior hands-on experience in data engineering, software development, BI development, database administration, solution architecture, or equivalent technical depth gained through delivery leadership.
  • Demonstrated experience leading or coordinating at least one data warehouse, enterprise data platform, or cloud migration initiative from planning through production.
  • Proven ability to coordinate multiple parallel technical workstreams, manage shared dependencies, resolve delivery challenges, and lead through influence without direct reporting authority.
  • Strong working knowledge of modern enterprise data and analytics concepts, including data integration, pipelines, modeling, data quality, security, governance, semantic layers, BI, and cloud platforms.
  • Strong analytical, problem-solving, and decision-making skills, with sound judgment in balancing business value, technical feasibility, schedule, quality, capacity, and risk.
  • Excellent written and verbal communication skills, including experience engaging technical teams, senior stakeholders, and client leadership.
  • Familiarity with Agile or iterative delivery methods, including roadmaps, backlogs, epics, stories, and release planning.
  • Proficiency with modern collaboration, work-management, documentation, and AI-assisted productivity tools.

Preferred Qualifications

No candidate is expected to have all of these.

  • Experience supporting enterprise data modernization, BI, or AI-enabled analytics initiatives, including migration from SQL Server, SSIS, Power BI, or comparable on-premises environments to cloud-native platforms.

  • Working knowledge of AWS cloud concepts, including identity and access management, networking, storage, and environment separation.
  • Experience with data governance, metadata management, data lineage, observability, or regulated-data environments.
  • Previous experience supporting U.S. federal agencies, government consulting engagements, or other regulated environments.
  • Experience in a senior technical program management, technical delivery leadership, or consulting engagement leadership role.
  • Relevant certifications such as PMP, PgMP, PMI-ACP, SAFe, Databricks, or AWS certifications, or willingness to pursue relevant platform credentials.
