Job description

Opportunity type: this is a contingent proposal opportunity in WIL’s expert collaborator network, not a funded vacancy. It supports a competitive grant application WIL is preparing; no award has been made, and there is no guaranteed work or funding. If an award proceeds and the staffing model calls for it, WIL may offer a project-based contract or consulting engagement. We will ask before naming you or including your resume in any proposal.

What you’ll do

  • Lead technical assistance plans for grantees administering federal housing and community development programs
  • Run capacity assessments of local governments and community organizations
  • Deliver trainings, toolkits, and one-on-one coaching
  • Advise on program design, compliance, financial management, and budgeting
  • Coordinate subject-matter consultants and track TA results
  • Contribute qualifications and past-performance narrative to WIL proposals when you authorize naming

Requirements

Required

  • Experience delivering technical assistance or program administration for CDBG, HOME, or similar housing and community development programs
  • Knowledge of local-government finance, budgeting, and grant compliance
  • Strong training and facilitation skills
  • Experience working with cities, counties, or nonprofit grantees
  • Comfortable as a project-based contract collaborator; remote US

Nice to have

  • AICP or HUD-certified housing counselor
  • Prior national technical assistance provider experience
  • Municipal finance or budget office experience
