Data Manager

a. Provide technical assistance to help ensure and improve data quality and completeness, and that data submission deadlines are met.

b. Develop or revise tracking systems to monitor data management processes including receipt of data, generation of QC programs, data validation, and creation of state-based datasets.

c. Adapt currently developed SAS programs and develop Python and R programs to query databases with customized text (i.e. chief compliant, clinical impression, and triage note fields).

d. Provide in-depth knowledge and expertise related to the data systems, applicable coding manuals, webbased systems, and surveys maintained in the Epidemiology and Surveillance group in order to:

e. Support various surveillance projects related to computer automated data management, quality assurance/quality control, and analyses of drug overdose data.

f. Assist in coordinating data submitted by funded health departments to NCIPC in various formats (e.g. Excel, web-based SQL platform, API, Azure) for use in surveillance studies and the provision of public use data.

g. Provide data management support in the development, implementation, and evaluation of the surveillance strategies as they relate to IT and data processing objectives.

h. Document and maintain data in compliance with all Federal regulations related to information security.

i. Provide advanced-level Python and SAS programming expertise for database management, data quality checks, analysis file preparation, data transfers to other formats (e.g., Microsoft Excel, Word, Access), for data analysis of large injury-related data systems and surveys; experience with advance SAS programming using SAS macros and other advanced programming methods/techniques is needed to perform these duties.

o Managing data dictionaries and datasets used in analysis.

o Creating and translating code into python and/or for data automation.

o Merge multiple large scale datasets using unique identifiers and various join techniques.

o Create new and modifying existing variables for data management and/or analysis.

o Troubleshoot known and new issues to ensure programming efficiency.

j. Document SOPs for data management processes integrated into processing pipeline.

o Creating SOPs for current programming as well as new development programming.

k. Designing data visualizations and visual reports.

o Creating visually appealing and informative infographics using overdose data for data insight

internally and externally using Power BI.

o Working with staff to develop and maintain visualizations for external data dissemination.

· CDC experience preferred

· Masters’ degree in one of the following fields preferred: math, statistics, computer science, data science, epidemiology, or a social science or public policy related field.

· Experience with data modernization, visualization, and integration

· Experience providing TA to state and local health departments

· Excellent written and oral communication skills

Minimum qualifications for the Data Manager(s) shall include the following:

· At least a Masters’ degree in one of the following fields: math, statistics, computer science, data science, epidemiology, public health or a social science or public policy related field.

· Demonstrated knowledge of other data management programming languages (e.g., Python, R, SQL) as well as using cloud-based services (Azure, DataBricks, etc.).

· Understanding of data standardization policies and standards sufficient to developed data dictionaries, data models, meta-data repositories, and other data managements tools.
