Job description

Washington County’s Information Technology Services Department is seeking an experienced Information Technology Project Manager to join our Project Management Office. This role is instrumental in delivering complex technology initiatives that support County operations, with a strong emphasis on enterprise infrastructure and software, systems modernization, and change management. The successful candidate will work closely with vendors, service providers, and County stakeholders to ensure solutions meet technical, contractual, and operational expectations.

While the position manages a diverse portfolio of IT projects across County departments, it will primarily focus on infrastructure initiatives such as modernizing data centers, upgrading network infrastructures, deploying security solutions, implementing enterprise server and storage platforms, system upgrades and migrations, migrating cloud environments, strengthening business continuity and disaster recovery capabilities, executing lifecycle modernization programs, and delivering enterprise business application deployments.

In addition to leading infrastructure-focused projects, this role contributes to the development of IT infrastructure and enterprise software systems playbooks, standards, and repeatable processes. The Information Technology Project Manager may also support documentation of best practices, creation of templates and guidelines, and training and onboarding for project managers and technical staff to ensure consistency in project delivery.

About the Department/Division:

Information Technology Services aims to be a trusted business partner and provider of reliable, proactive, and secure technology services that deliver innovative and effective solutions and support for Washington County. The Washington County IT Project Management Office works alongside County Departments to plan and deliver complex projects on time and within budget, and to help teams streamline business processes.

Requirements

Do you have experience in Vendor relationship building?, Do you have a Associate’s degree?, * Core infrastructure domains: data centers, networks, servers, storage, cloud, security, disaster recovery, and enterprise systems.

  • Systems analysis methods for defining requirements, evaluating technical options, and determining cost-effective solutions.
  • Best practices for managing large, complex technology projects, including oversight of staff, budgets, and schedules.
  • IT standards, playbooks, and repeatable implementation processes.
  • Proper English usage-grammar, spelling, punctuation, and vocabulary.
  • Effective customer relationship management and consulting practices.

Skills:

  • Communicate clearly and effectively in writing and speech.
  • Exercise sound judgment when resolving complex technology issues.
  • Work accurately and efficiently under pressure and tight deadlines.
  • Lead and coordinate project teams to achieve defined goals and deliverables.

  • Associate’s Degree in information systems, computer science, business administration, or a related field AND four (4) years of practical experience in management of complex information technology projects; OR
  • Six (6) years of practical experience in the management of complex information technology projects.

Additional Requirements

  • Must have the ability to arrange for timely transportation to attend appointments and meetings at locations throughout the State of Oregon.
  • May be required to successfully pass an extensive criminal background and personal history check.
  • A Project Management Professional (PMP) Certification OR an Oregon Project Management Associate (OPMA) Certificate is preferred.
