Job description

The Technical Architect serves as a critical public service leader within the Colorado Governor’s Office of Information Technology (OIT), providing senior technical leadership and owning the overall architectural direction of the myColorado Platform. You will be working in close collaboration with Product, Design, Operations, Engineering, QA, Security, state agency partners, and vendors. In this position, you will evaluate technical options, establish direction within delegated technical authority, and guide secure delivery across the entire platform to empower the public., This role combines platform-wide architecture, governance, and technical assurance with retained operational responsibility for mobile app production releases, while routine software implementation is assigned to delivery engineers. The architectural scope includes iOS and Android mobile applications, backend microservices and APIs, administrative and verifier portals, data flows, cloud dependencies (AWS), and integrations with state agencies and third-party services., * Current & Target State Architecture: Lead current-state and target-state architecture, maintaining architectural diagrams, significant design decisions, and dependency mapping across the platform.

  • Technical Roadmap: Own the technical roadmap and recommend the priority and sequencing of technical debt, platform improvements, security remediation, and lifecycle work in partnership with Product and Operations.
  • Discovery & Feasibility: Participate in discovery with Product and Design to establish technical feasibility and ensure proposed user experiences account for accessibility, security, privacy, and system architecture prior to delivery commitments.
  • Solution & Data Design: Define and review solution designs, interface expectations, nonfunctional requirements, data boundaries, authoritative sources, and privacy considerations.
  • Release Approvals: Provide required architecture and technical-integrity approvals for mobile and backend releases under approved change-management procedures.
  • App Store Management: Retain authorized responsibility for submitting approved mobile builds and metadata to the Apple App Store and Google Play, managing production releases, and maintaining release records.
  • Backend Deployments: Provide backend production pull-request approvals during release windows while delivery engineers prepare changes, verify environment settings, and perform deployments.
  • Pre-Release Preparedness: Review release dependencies, compatibility, readiness, and rollback arrangements with Engineering, QA, Product, and Operations prior to release.
  • Platform Health: Oversee platform stability, library updates, SDK versions, dependency management, and code version control strategies.
  • Compliance Integration: Translate OIT security, accessibility, privacy, and architectural requirements into platform designs, acceptance criteria, and actionable engineering tasks, supporting Authorization to Operate (ATO) requirements.
  • Security & Disaster Recovery Planning: Lead the technical content and maintenance of the System Security Plan (SSP), Mobile Application Addendum, and Disaster Recovery Plan (DRP) alongside Security and Operations teams.
  • Vulnerability & Pen-Testing Coordination: Coordinate vulnerability scanning and penetration-testing activities, review findings with specialists, and establish remediation priorities.
  • Operational Evidence: Define and review monitoring, alerting, performance, and data-protection requirements using operational evidence to remediate systemic risks.
  • Major Incident Leadership: Lead platform-level technical investigation and decision-making during major incidents, coordinating engineers, cloud specialists, agencies, and vendors to restore service promptly.
  • Root-Cause Remediation: Contribute technical findings to root-cause analysis and define durable corrective work with designated incident and problem-management coordinators.
  • Cloud Spend & Infrastructure: Assist Operations and Cloud teams in managing the AWS spend plan; review cloud and vendor service usage/costs to recommend efficiency improvements.
  • Access Administration: Manage the provisioning and administration of user access for designated technical systems, environments, and tools.
  • Engineering Guidance: Guide and mentor engineers, resolve cross-team technical questions, and establish review practices allowing routine implementation decisions and peer reviews to be handled by delivery engineers.
  • Deliverable Quality Assessment: Assess the technical quality of internal and vendor deliverables against agreed designs, requirements, test evidence, and acceptance criteria.
  • Stakeholder Communication: Articulate technical options, decisions, risks, progress, and capacity constraints in clear terms to Product, management, state agency partners, and vendors.
  • Modernization Evaluation: Evaluate modernization opportunities, frameworks, tools, and vendor capabilities, outlining actionable paths to adoption., OIT employees must comply with any screening procedures in place at state agency locations where they might perform work.

A pre-employment background check will be conducted as part of the selection process. Post-employment background checks will be required for specific agencies as business needs dictate, which may include a polygraph exam, fingerprint-based criminal history search, reference checks, and a drug test.

This position may require travel within the specified geographic area, and to locations across the state as needed.

This position may require on-call duties as needed by the position.
